285 <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall, <br />Council unanimously voted to meet in executive session to <br />discuss disposition of property and legal matters as <br />exempted by Section 2.1-344(a)(2) and (6) of the Virginia <br />Freedom of Information Act. <br /> <br />eting was adjourned. <br /> <br /> C~erk <br /> <br />COUNCIL CHAMBER - July 21, 1986 <br /> <br /> Council met in regular session on this date with the <br />following members present: Mr. Barnes, Mr. Buck, Mrs. <br />Gleason, Dr. Hall, Mr. Towe. <br /> <br />MINUTES <br /> <br /> On motion by Mrs. Gleason, seconded by Dr. Hall the <br />minutes of July 7th were unanimously approved as <br />presented. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />PUBLIC HEARING: CITY'S APPLICATION FOR URBAN DEVELOPMENT <br />ACTION GRANT TO ASSIST IN FINANCING PARKING GARAGE AS PART <br />OF VINEGAR HILL SOUTH DEVELOPMENT <br /> <br /> Mr. Hendrix stated that this was the second public <br />hearing being held in order to comply with HUD's <br />requirements. <br /> <br /> Mr. Rick Jones of Management Services, questioned <br />whether the parking garage would be used exclusively for <br />the Vinegar Hill project or would be open for use by the <br />general public. <br /> <br /> Mr. Buck stated that the grant requirements stated <br />that the garage must be coupled with private development, <br />but that details concerning the use of the space were not <br />available at this time. Mr. Buck noted that the spaces <br />available in a garage would be in addition to those <br />required on-site for the Vinegar Hill South development. <br /> <br /> Mr. Jones urged the Council to maintain control of <br />the use of the parking garage. <br /> <br /> Mrs. Gleason stated that she felt that the developer <br />should be able to maintain some control because of the <br />private funds involved. <br /> <br /> As there were no other speakers the public hearing <br />was closed. <br /> <br /> Mr. Barnes questioned how the number of spaces (200) <br />had been determined for the parking garage. <br /> <br /> Mr. Satyendra Huja, Director of Community <br />Development, stated that the spaces were determined by the <br />normal requirements of the size of the proposed <br />development for Phase 1 and 2 of Vinegar Hill South. Mr. <br />Huja added that the garage would not alleviate the <br />existing parking problem in the downtown area. <br /> <br /> <br />
