Mr. Wiley stated that he felt that it would be <br />difficult to control such a condition throughout the <br />years. <br /> <br /> Mr. Roger RYdin of 626 Cabell Avenue, stated that he <br />felt that if the noise ordinance and prohibition of <br />under-age drinking was enforced at the fraternities, then <br />the expansion of the fraternity would not be a problem. <br /> <br /> Ms. Patricia Crute of Preston Court Apartments, <br />stated that she felt the fraternities were becoming an <br />increasing public nuisance and added that she felt it wasg <br />naive to think that the fraternity would limit its party <br />to the new addition. <br /> <br /> Ms. Margaret Rydin requested that Council carefully <br />consider the decision to grant the special permit and the <br />possible impact on the neighborhood. <br /> <br /> Mr. Lawrence Burke, a member of Theta Chi Fraternity, <br />stated that the fraternity is presently an eye sore and <br />that the renovation would improve the building's <br />appearance, that sound panels will be added to contain the <br />noise during parties, and that he had spoken with <br />Police Chief Bowen who had indicated that Theta Chi had <br />not been a problem fraternity. <br /> <br /> Mr. Rick Jones of Management Services and manager of <br />property directly behind the fraternity, stated that he <br />supported the request for the special permit because the <br />neighborhood is multi-family in nature and because many of <br />the problems with the fraternity are a result of the lack <br />of space. Mr. Jones added that he felt the fraternity <br />deserved credit for investing in the building. <br /> <br /> In response to Mr. Jones' comment, Ms. Rydin stated <br />that the neighborhood surrounding the fraternity was <br />mainly single family. <br /> <br /> Mr. Lou Honesty of Cabell Avenue, speaking on behalf <br />of his mother, opposed the request for the special permit. <br /> <br /> Ms. Charlotte Sherman, President of the Venable <br />Neighborhood Association, stated that she was unable to <br />speak for the neighborhood association on the matter, but <br />that when she had attended the site plan review for the <br />expansion of the fraternity, she viewed it as an <br />improvement. <br /> <br /> As there were no further speakers the public hearing <br />was closed. <br /> <br /> Mrs. Gleason stated that she would vote in favor of <br />the request for the special permit because it would be an <br />improvement to the fraternity and would not make the <br />situation worse. Mrs. Gleason emphasized that <br />fraternities must bear responsibility for their behavior <br />and their impact on the neighborhood. <br /> <br /> Mr. Towe questioned whether it would be possible to <br />defer the matter for a year in order to assess the <br />fraternity's behavior during that period. <br /> <br /> Mr. Wiley stated that the matter was a land use <br />question and must be dealt with on that basis. <br /> <br /> Dr. Hall questioned whether it would be possible to <br />require that activities be contained in the hOuse, whether <br />someone could be assigned to parking duty, and whether the <br />windows could be made so that they would not open. <br /> <br /> Mr. Daggett stated that he did not feel it was <br />possible to contain the activities to the house, but <br /> <br />287 <br /> <br /> <br />
