Eubank s seeking a second turn to speak , Mr. Brown explained that individuals may only speak once during each sessio n . Mr. Pa ul Long, 1410 Grady Ave., said Council should allow for more than 12 people to speak and expand the time limit to five or six minutes. COUNCIL RESPONSE TO MATTERS BY THE PUBLIC Mr. Sign er said he will seek to move away from caricatures and statements about lack of passion on Council. The m eeting was adjourned at 10:20 p.m.
