9 Ms. Sza kos said she supports this , but we should have a plan for how it happens , as this is time -consuming. S he suggested start ing with t he budget work sessions and go ing from there rather than orderin g minutes be produced for all work sessions. Mr. Fenwick said Council ’s positions should be verbalized so the Clerk does not have to rely on int erpreting head nods. Mr. Signer said we w ill create a plan for going forward , and it is important to be conscious of our staff's bandwidth. MATTERS BY THE PUBLIC Mr. Fogel , 215 Spruce St., said he took offense to Mr. Bellamy ’s comments . He said people wit h passion are dismissed, and just because they have anger does not mean they do not want to make the City better. We should get respect, even if you do not like the way we express ourselves. He said he has suspicions about why Council is asking for verbal agreement instead o f h ead nods. Ms. Rebecca Quinn, 104 4th Street, said s taff s hould clearly identify themselves, state their position, and speak clearly into the microphone so television v iewers know who is s peaki ng during Council meetings . This is an issue at o ther City meetings as well. Ms. Toni Eubanks, resident of Charlottesville, said Mr. Bellamy is the only Councilor showing passion. She does not have a reason to trust Councilors, and she does not feel compelled to offer her resources to the City . She said the bridge is fine the way it is, and health issues for runners and pedestrians would be worse with more lanes. Mr. Brandon Collins, 418 Fairway Ave., s aid PHAR wants to see an inclusive process, including resident decision -making, when i t comes to redevelopment. PHAR has the bare bones of a plan and is h olding workshops with residents . PHAR came to the City with recommendations about safety on South First Street, and they will continue to meet about t hese issues. Ms. Nancy Carpenter said she has heard a lot of good things about wanting to move the City forward, but it all goes back to having affordable housing for those who need i t . We are way behind on having affordable housing units because w e have moved to accepting cash in lieu of units. She relayed a story about a pastor in N ashville who decided to use the church's land to build portable living units. Ms. Nikuyah Walker , 503 Druid Ave., said she submitted a FOIA request to the City for any documents containing her name . Her primary goals were to alert people that they should be careful about what they email and text , and her secondary g oal was to allow people to know that they can do this. She said staff did not comply with the request . She passed a copy of an email to Councilors and said it reflects staff members d i scussing a child in an uncaring manner. Mr. Rolf Brau n, 112 0 E. High St., said a study can say whatever people want it to say, and Council should not hide behind them, especially in regard to affordable housing. Study the actual
