8 At Mr. Signer ’s request, Mr. Daly explain ed how much t he City spends per capita, particularly compared to peer cities. Mr. Daly said t he City is in the highest 25% among communities with a high population density. Charlottesville has a significant amount of parkland for the size of the City it is. This is an ethic that the community has chosen over the years. OTHER BUSINESS – B e lmont Bridge Mr. Fenwick a sked to discuss the Belmont Bridge RFP (requests for proposal). H e said t he bridge should be two lanes in, two lanes out , and the RFP should reflect that. He does not support one lane in, one lane out. He said he understands from Council that he does not have support to pull the RFP back. Ms. Galvin said the design criteria were approved unanimously by Council in September 2014 . I t allows for the process to explore other conclusions as needed and requires three different scenarios to develop before a decision is made. Ample opportunities remain for C ouncil, the community, and the steering com mittee to weigh in and explore other conclusions. Mr. Signer said it is important to hear valid concerns , b ut in terms or moving forward, C o uncil should have a bias towards execution and honor precedent. OTHER BUSINESS – Police Requests Mr. Bellamy asked for information on the cost of providing a police sub -station at South 1s t Street . He also requested an update on the status of body cameras for police officers. Mr. Jones said Chief Longo is looking into the cost of the sub -station. Council will receive an up date o n body cameras a nd c ameras on the downtown mall in February. OTHER BUSINESS – Public Safety Ms. Galvin a sked for City -wide data on shots fired . She said she is concerned about gun use in the City. OTHER BUSINESS – Notes for Council Work Sessions M s. Galvin said Coun cil should have written minutes of work sessions, especially budget work sessions, even though there are no formal votes taken. Councilor support for particular posit ions should be clearly documented. Mr. Bellamy agreed. M r. Jones said it would be helpful for the Mayor to ensure intention s are audible during work sessions. Mr. Signer said we are moving towards better parliamentary procedures, and minutes should be recorded for public m eetings .
