Quarterly Estimate The following report was unanimously adopted: November 21, 1938 To the Members of the Council of the City of Charlottesville, Virginia Gentlemen: In accordance with your resolution authorizing the Finance Committee to borrow 861,801.001 or as much thereof as may be necessary, which was offered at the meeting of the Council held on November 4, 1935, and again presented, read and adopted at the adjourned meeting held on November 81 1938, your Committee wishes to report that they have borrowed in the name of the City of Charlottesville, .$25,0,DO-00 from the National Bank & Trust Company, of this City, at the rate of 3%, for a period of six months. (signed) FINANCE COMMITTEE The City Managers s quarterly Estimate in amount of $34,900.00, for the Quarter ending February 28, 1939, was presented and carried over to the next regular meeting for consideration. The following report was submitted: November 21, 1938 To the Members of the City Council City of Ch.rlottesville, Virginia Gentlemen: Attached please find Court Order confirming Annexation which I would recommend be spread on the minutes of this meeting. Immediate consideration, I believe, should be given to the plan to be followed reg&rding this annexed territory on Report re: January 1st, in other words, whether we should adopt the Court Order & five year plan or spend 12% of assessed value in this area Annexation immediately, after which the property in this area can be taxed the same as other City property. This plan has many advantages; the principal one being that the people in this territory would immediately receive the benefits of these improvements and from a financial standpoint, the City v.ill be far better off. Of course, it will be necessary to hold a bond issue election for this purpose. To mase Zoning effective for this area on January lst, a new Zoning Commission should be appointed to zone this area and the Judge should be petitioned to appoint such a Commission immediately. McCarthy, Judge of the Sixteenth Judicial Circuit, be designated to sit with the Hon. Lemuel F. Smith, Judge of the Circuit Court of Albemarle County, to hear and determine said cause.
