City Mgrs. <br />Quarterly <br />Estimate <br />The following report was unanimously adopted: <br />November 21, 1938 <br />To the Members of the Council of the <br />City of Charlottesville, Virginia <br />Gentlemen: <br />In accordance with your resolution authorizing <br />the Finance Committee to borrow 861,801.001 or as <br />much thereof as may be necessary, which was offered <br />at the meeting of the Council held on November 4, 1935, <br />and again presented, read and adopted at the adjourned <br />meeting held on November 81 1938, your Committee wishes <br />to report that they have borrowed in the name of the <br />City of Charlottesville, .$25,0,DO-00 from the National <br />Bank & Trust Company, of this City, at the rate of <br />3%, for a period of six months. <br />Respectfully submitted, <br />S. (signed) <br />FINANCE COMMITTEE <br />The City Managers s quarterly Estimate in amount of $34,900.00, for the Quarter <br />ending February 28, 1939, was presented and carried over to the next regular meeting <br />for consideration. <br />The following report was submitted: <br />November 21, 1938 <br />To the Members of the City Council <br />City of Ch.rlottesville, Virginia <br />Gentlemen: <br />Attached please find Court Order confirming Annexation which <br />I would recommend be spread on the minutes of this meeting. <br />Immediate consideration, I believe, should be given to the <br />plan to be followed reg&rding this annexed territory on <br />Report re: January 1st, in other words, whether we should adopt the <br />Court Order & five year plan or spend 12% of assessed value in this area <br />Annexation immediately, after which the property in this area can be <br />taxed the same as other City property. This plan has many <br />advantages; the principal one being that the people in this <br />territory would immediately receive the benefits of these <br />improvements and from a financial standpoint, the City v.ill <br />be far better off. Of course, it will be necessary to <br />hold a bond issue election for this purpose. <br />To mase Zoning effective for this area on January lst, a new <br />Zoning Commission should be appointed to zone this area and <br />the Judge should be petitioned to appoint such a Commission <br />immediately. <br />Respectfully submitted, <br />SETH BURNLEY (signed) <br />SB:vL City Manager <br />On motion the following Court Order was presented and order spread: <br />CONL4IONWEALTH OF VIRGINIA <br />EXECUTIVE DEPARTMENT <br />TO ALL TO VIHOM THESE PREcENTS SHALL COME =-- GREETING: <br />KN04"I YE, That, I, James H. Price, Governor of the Commonwealth of <br />Virginia by virtue of authority vested in my by law, do hereby certify that <br />ANNEXATION PROCEEDINGS having been instituted in the Circuit Court <br />0 of Albemarle County, involving the City of Charlottesville. <br />Order NOW., THEREFORE let the Hon. Robert Francis Hutcheson Judge of the <br />Court , , � <br />Fifth Judicial Circuit, and the Hon. Walter T. McCarthy, Judge of the <br />Sixteenth Judicial Circuit, be designated to sit with the Hon. Lemuel F. <br />Smith, Judge of the Circuit Court of Albemarle County, to hear and <br />determine said cause. <br />
