<br />ids from the liquids, digest organic matter through a period
<br />of detention and allow the liquids to be discharged for further
<br />disposal or treatment as may be required.
<br />SEWAGE. "Sewage" means the water -carried human or
<br />organic wastes from residences, buildings, industrial establish-
<br />ments, or other places together with such industrial wastes,
<br />underground, surface, storm, or other water, as may be pres-
<br />ent.
<br />SHALL. The word "shall" is a mandatory term.
<br />SIDE VENT. A side vent is a vent connecting to the drain
<br />pipe through a fitting at an angle not greater than 45 degrees
<br />to the vertical.
<br />SIZE OF PIPE AND TUBING. See DIAMETER.
<br />SLOPE. See GRADE.
<br />SOIL PIPE. A soil pipe is any pipe which conveys the dis-
<br />charge of water closets or fixtures having similar functions,
<br />with or without the discharge from other fixtures, to the
<br />building drain or building sewer.
<br />SOIL VENT. See STACK VENT.
<br />SPECIAL WASTE PIPE. See Chapter 9.

<br />STACK. A stack is the vertical main of a system of soil,
<br />waste or vent piping.
<br />STACK GROUP. Stack group is a term applied to the loca-
<br />tion of fixtures in relation to the stack so that by means of
<br />proper fittings, vents may be reduced to a minimum.
<br />STACK VENT. A stack vent (sometimes called a waste
<br />vent or soil vent) is the extension of a soil or waste stack above
<br />the highest horizontal drain connected to the stack.

<br />STACK VENTING. Stack venting is a method of venting
<br />a fixture or fixtures through the soil or waste stack.
<br />STORM DRAIN. See BUILDING STORM DRAINS.

<br />STORM SEWER. A storm sewer is a sewer used for con-
<br />veying rain water, surface water, condensate, cooling water, or
<br />similar liquid wastes.
<br />SUBSOIL DRAIN. A sdb_SOIF&T�aiin is a drain which re-
<br />ceives only subsurface or seepage water and conveys it to a
<br />place of disposal.
<br />SUMP. A sump is a tank or pit which receives
<br />sewage or
<br />liquid waste, located below the normal grade of the gravity
<br />system and which must be emptied by mechanical means.
<br />SUPPORTS. Supports, hangers, and anchors are devices
<br />for supporting and securing and fixtures
<br />pipe to walls, ceil-
<br />ings, floors, or structural members.
<br />TRAPS. A trap is a fitting or device so designed and con-
<br />structed as to provide, when properly vented, a liquid seal
<br />which will prevent the back
<br />passage of air without materially
<br />affecting the flow of sewage
<br />or waste water through it.
<br />TRAP SEAL. The trap seal is the maximum vertical depth
<br />of liquid that a trap will retain, measured between the crown
<br />weir and the top of the dip of the trap.
<br />VACUUM BREAKER. A vacuum breaker is a device de-
<br />signed to protect a water supply pipe against back -siphonage
<br />by admission of air to relieve vacuum in the water distribu-
<br />tion system. A vacuum breaker is not designed to protect the
<br />•
<br />water supply under conditions of back pressure.
<br />VACUUM BREAKER, PRESSURE TYPE. A pressure
<br />type vacuum breaker is a vacuum breaker
<br />designed to operate
<br />under conditions of static line
<br />pressure.
<br />VACUUM BREAKER, NON -PRESSURE TYPE. A non-
<br />pressure type vacuum breaker is a vacuum breaker which is
<br />not designed to be subjected to static line pressure.
<br />VENT PIPE. See VENT SYSTEM.
<br />VENT STACK. A vent stack is a vertical vent pipe in-
<br />stalled primarily for the
<br />purpose of providing circulation of
<br />air to and from any part of the drainage system.
<br />VENT SYSTEM. A vent system is a pipe or pipes in-
<br />stalled to provide a flow of air to from
<br />or a drainage system
<br />or to provide a circulation of air within such system to
<br />pro-
<br />tect trap seals from siphonage and back pressure.
<br />VERTICAL PIPE. A vertical pipe is any pipe or fitting
<br />which is installed in
<br />a vertical position or which makes an
<br />angle of not more than 45 degrees

<br />PUBLIC SEWER. A public sewer is a common sewer di-
<br />rectly controlled by the City of Charlottesville.
<br />RELIEF VENT. A relief vent is a vent the primary func-
<br />tion of which is to provide circulation of air between drainage
<br />and vent systems.

<br />REVENT PIPE. A revent pipe (sometimes called an indi-
<br />vidual vent) is that part of a vent pipe line which connects
<br />directly with an individual waste or group of wastes, under-
<br />neath or back of the fixture, and extends either to the main or
<br />branch vent pipe.
<br />RIM. A rim is an unobstructed open edge of a fixture.
<br />RISER. A riser is a water supply pipe which extends verti-
<br />cally one full story or more to convey water to branches or
<br />fixtures.
<br />ROOF DRAIN. A roof drain is a drain installed to re-
<br />ceive water collecting on the surface of a roof and to discharge
<br />it into the leader (downspout) .
<br />ROUGHING -IN. Roughing -in is the installation of all parts
<br />of the plumbing system which can be completed prior to the
<br />installation of fixtures. This includes drainage, water supply,
<br />and vent piping, and the necessary fixture supports.
<br />SAND INTERCEPTOR. See INTERCEPTOR.
<br />SANITARY SEWER. A sanitary sewer is a pipe which
<br />carries sewage and is intended to exclude storm, surface, and
<br />ground water.
<br />SECONDHAND. Secondhand as applied to material or
<br />plumbing equipment, is that which has been installed and has
<br />been used, removed, and passed to another ownership or pos-
<br />session.
<br />SEPARATOR. See INTERCEPTOR.
<br />SEPTIC TANK. A septic tank is a watertight receptacle
<br />which receives the discharge of a drainage system or part
<br />pensation as' the Council, on the recommendation of the City
<br />Manager may fix.
<br />The plumbing inspector shall be charged with the duty of
<br />enforcing the plumbing ordinances, rules and regulations of
<br />the City. He shall also perform such other duties as the City
<br />Manager may assign to him.
<br />The plumbing inspector shall not engage in the business of
<br />plumbing, pipe fitting, or any other business pertaining there-
<br />to, or be interested, directly or indirectly, in any firm or
<br />corporation engaged in such lines of business during his term
<br />of office.
<br />The plumbing inspector or his duly authorized representa-
<br />tive, is hereby authorized and empowered to enter upon any
<br />building or premises in the City for the purpose of seeing
<br />that the ordinances, rules and regulations in regard to plumb-
<br />ing, sewerage and drainage are being complied with. Any
<br />person preventing the plumbing inspector, or his duly author-
<br />ized representative, from entering any building or premises
<br />in the performance of their official duties, or obstructing or
<br />hindering them in the performance of such duties, shall be
<br />punished as provided in Section 22-128 of this Chapter.
<br />22.1-4. Duty of Inspector as to Notices and Certificates; Rec-
<br />ords and Reports; Inspections Generally.
<br />It shall be the duty of the Plumbing Inspector, under the
<br />direction of the City Manager, to sign and issue all notices
<br />and certificates, to keep a daily record of his work, including
<br />all notices and applications received, all violations of this
<br />Chapter, and all other matters pertaining thereto, and make
<br />monthly reports to the City Manager. He shall inspect all
<br />buildings in course of erection, alteration or repair, so often
<br />as may be necessary, and shall see that all plumbing, drain-
<br />age and sewerage work is done in accordance with this chap-
<br />ter or other applicable city ordinances. The Inspector shall
<br />promptly condemn and order the removal of any defective
<br />material or any work not done in accordance with this chapter
<br />or other city ordinances.
<br />22.1-5. Plumbing Board.
<br />There shall be a plumbing board, consisting of the City
<br />Engineer, the Plumbing Inspector, and two Master Plumbers,
