written notice, to make the necessary corrections within such <br />reasonable time as shall be specified therein. <br />22.1-20. Sanitary Condition. <br />It shall be unlawful for any owner or any tenant or lessee <br />of any premises properly supplied with a sanitary privy or <br />septic tank system to misuse or neglect the same so as to allow <br />it or cause it to cease to be sanitary. <br />22.1-21. Cleaning Septic Tanks. <br />(a) Permit. <br />No person, firm or corporation shall engage in the business <br />of cleaning septic tanks without an annual permit which shall <br />be issued by the Health Department and shall be renewable <br />on December 31st of each year. The issuance of such permit <br />shall be contingent upon (1) approval by the Health Depart- <br />ment of the equipment, (2) satisfactory compliance with regu- <br />lations as listed below, and (3) the payment of an annual <br />fee of $5.00. <br />(b) Requirements. <br />1. The tank into which the septic tank sludge is pumped <br />or delivered and carried shall be fully enclosed and <br />watertight. <br />2. All inlets and outlets to such tank shall be fully en- <br />closed and provided with watertight valves. <br />3. Suction and discharge hose shall be watertight and <br />provision shall be made for carrying such hose in a <br />manner which will prevent any leakage therefrom. <br />4. All exposed surfaces shall be painted and maintained <br />in a sanitary condition by frequent washings. <br />5. The name and address of the person, firm or corpo- <br />ration owning and operating such equipment shall <br />be painted thereon in letters at least 4 inches high. <br />m It shall be unlawful to dispose of the sludge and other ma- <br />terial removed from septic tanks except by depositing it under <br />the surface of the ground or in such other manner as may be <br />approved by the Health Department. <br />• <br />Ll <br />r_l <br />L --.A <br />22.1-22. Plans and Specifications for Pit Privy. <br />It shall be unlawful for any person, firm or corporation to <br />install a pit privy in the City of Charlottesville except in ac- <br />cordance with plans and specifications which shall be furnished <br />on request. <br />22.1-23. Privies and Cesspools. <br />(a) Temporary Use. <br />Privies shall be permissable for temporary use for construc- <br />tion purposes, if constructed and maintained according to <br />State requirements for a sanitary privy, and approved by the <br />Health Officer of the Health Department. <br />(b) Not to Be Permitted to Overflow. <br />No privy shall be permitted to overflow. Before the pit over- <br />flows, a new pit must be provided and the privy house placed <br />thereon in accordance with the directions of the Health Di- <br />rector. <br />(c) Requirements. <br />Privies shall not be constructed or allowed to exist when <br />it is feasible to connect to a public sewer or have an individual <br />sewage disposal system. <br />(d) Cesspools. <br />Cesspools shall not be permitted. <br />(e) Noncomplying Privies Declared Nuisance. <br />All privies existing or maintained in the City which do not <br />comply with the requirements of this article or the regulations <br />issued under this article are hereby declared a nuisance, <br />dangerous to the public health, and the City shall proceed <br />to abate such nuisance in accordance with law. <br />(f) Alterations or Additions to Privies Found to Be Nui- <br />sance. <br />The City, through the Health Director, shall have the fur- <br />ther right to cause to be made such alterations or additions to <br />such privies as are found to be nuisances as will render them <br />.sanitary, and the entire cost of such work shall be charged <br />against the owner of the property. All such alterations or <br />a <br />additions are to be prescribed and approved by the Health <br />Director. <br />(g) Inspection. <br />The Health Director or a duly appointed inspector, shall <br />personally inspect all privies when inspection is deemed neces- <br />sary by the Health Director. The Health Director or a duly +e <br />appointed inspector is hereby empowered to enter all premises <br />in the discharge of this duty. <br />qn-1 <br />ARTICLE III -TRAPS. <br />22.1-24. Fixture Traps. <br />Plumbing fixtures, excepting those having integral traps, <br />shall be separately trapped by a water -seal trap, placed as <br />close to the fixture outlet as possible. <br />(1) Provided, that a combination plumbing fixture may be <br />installed on one trap, if one compartment is not more <br />than 6 inches deeper than the other and the waste <br />outlets are not more than 30 inches apart. <br />(2) Provided, that one trap may be installed for a set of <br />three compartment sinks or laundry trays if the waste <br />outlets are not more than 30 inches apart and the trap <br />is centrally located. <br />22.1-25. Distance of Trap to Fixture. <br />The vertical distance from the fixture outlet to the trap <br />weir shall not exceed twenty-four (24) inches. This require- <br />ment does not apply to indirect wastes. <br />22.1-26. Trap Seal. <br />Each fixture trap shall have a water seal of not less than <br />2 inches and not more than 4 inches, except where a deeper <br />seal is required by the Plumbing Board for special conditions. <br />22.1-27. Trap Cleanouts. <br />(1) Each fixture trap, except those cast integrally or in <br />combination with fixtures in which the trap seal is readily <br />accessible or except when a portion of the trap is readily <br />removable for cleaning purposes, shall have an accessible brass <br />trap screw of ample size protected by this water seal. <br />(2) Cleanouts on the seal of a trap shal be made tight with <br />threaded cleanout plug and approved washer. <br />22.1-28. Trap in Respect to Water Seals. <br />Traps shall be set in true line between water seal and fixture <br />outlet. <br />22.1-29. Prohibited Traps. <br />(1) No trap which depends for its seal upon the action of <br />moveable parts shall be used. <br />(2) Bell traps are prohibited. <br />(3) Crown -vented traps are prohibited. <br />(4) Drum traps shall not be used on newly constructed <br />buildings. <br />22.1-30. Double Trapping. <br />No fixture shall be double trapped. <br />22.1-31. Full "S" Traps. <br />Full "S" traps shall be prohibited, except that the Plumbing <br />Inspector may permit the use of such traps on floor drains, in <br />which case they shall be a minimum of three inches in <br />diameter. <br />ARTICLE IV -INDIRECT WASTE PIPING AND <br />SPECIAL WASTE. <br />22.1-32. General. <br />Wastes from the following shall discharge to the building <br />drainage system through an air gap serving the individual <br />fixtures, devices, appliances or apparatus. <br />22.1-33. Food Handling. <br />Establishments engaged in the storage, preparation, selling, <br />serving, processing, or otherwise handling of food shall have <br />the waste piping from all refrigerators, ice boxes, rinse sinks, <br />cooling or refrigerating coils, laundry washers, extractors, <br />steam tables, egg boilers, coffee urns or similar equipment <br />45 <br />
