11Cl <br />CHAPTER XXXVI. <br />REPEAL AND ENACTMENT OF ORDINANCES. <br />Sec. 613. Repeal and enactment of ordinances. <br />All the provisions of the preceding chapters shall be in force <br />from the 1st day of September, 1909, and all ordinances of a <br />general nature in force at that time, are hereby repealed from and <br />after the 1st day of September, 1909, with such limitations as <br />are herein expressed. <br />Such repeal shall not affect any offense or act committed or <br />done, or any penalty or forfeiture incurred, or any contract or <br />right established, or any prosecution or proceeding pending on <br />that clay, except that proceedings thereafter had shall conform as <br />far as practicable to the provisions of these ordinances. Nor <br />shall such repeal affect or pertain to any tax, law or ordinance <br />now in force, or any right or franchise conferred by any ordinance <br />or resolution of the Council to any person or corporation.
