117 <br />The Chief of Police is hereby designated Wagon Inspector and it shall be bis duty <br />to see that all vehicles for wrich a license is required under this section shall <br />bave their number. properly displayed, and if any vehicle be found witti�our such number <br />it shall be his duty to ascertain the name of the owner and require said license to <br />be procured under penalty as provided in the general provisions of this ordinance. <br />In the discharge of the duty thus imposed on the Chief he shall have aut�,ority to <br />call to bis aid the several members of .is force: <br />104. WOOD AND COAI, DEALERS A2MMERCTTAiNTS LOCATED OTITSIDE OF THE CITY LIMITS. <br />LICE2+SE TAX REQUIMT) THEREFROM ON VETTICLES TTABITUALLY USED 07, TTT , STT,';ETS OF <br />THE CITY FOR TITE DELIVERY OF St1CT1 ARTICLES. <br />On every wagon or cart used by any woor or coal deal3r or merchant, whose place <br />of business is located outside of tl^e city limits, and who habitually uses the streets <br />of the city to deliver such wood,coal or otter merchandise, tTie license tax scall <br />be X10. <br />The Commissioner of the Revenue shall supplytto every such wagon or cart the usual <br />license number, as provided for all other vehicles. <br />GENERAL PROVISIONS, <br />105. A like licensd shall be required of any firm, joint stock company or corporation <br />as provided for in this ordinance for a person or firm. <br />105. The Tax Laws of Virginia shall.be tre authority for interpreting the subjects <br />as taxed under this ordinance, in so far as it may contain similar subjects. <br />107. On every license for which a tax shall not have been provided for in this <br />ordinance, the tax shall be the sane as that required by the State Tax Laws, <br />108. Any person, firm or corporation, conducting a business, occupation or profession <br />for the conduct of which a license tax is required dLnder this ordinance, witrout first <br />obtaining such license, if no specific fine is imposed for such violation, shallbe <br />fined not less than $2.50 nor more than X10. for each day he is in default. <br />It shall be the duty of the Commissioner of Revenue and Treasurer to report in writing <br />to the Yayor every case of default as soon as it comes to his knowledge and the <br />Commissioner of Revenue shall also report to the Finance Committee the name,location <br />and business of every person in default, and if t1kere be no default he shall so report. <br />And it shall be the duty of t1le Mayor, immediately upon receipt of such report, to <br />detail a policeman, and cause such delinquent to be sommoned before t'.re Police Justice <br />to slio cause wry trey should not be fined under provisions of this ordinance. <br />But tre special detail of a policeman scall not reli,:ve the general force from the <br />general duty of enforcing this or any other ordinance, and the 11ayor shall especially <br />see that all the requirements of this ordinance are enforced, and to this end he shall <br />at l:!ast once a munth,especially require the police to investivate violations of t1lis <br />ordinance. <br />109. The Corrmissioner of Rever►ue si,all receive for eac', license ieeued by rim a fee <br />of sc:verty-five conte, to b:: paid by the party to whom said license is issuad. <br />110. It shall be the duty of the Commissioner of Revenue to keep a boo's, in which re <br />shall classify all thu branches of business and occupation upon which a license is <br />Imposed by tris ordinance, and show the amount of assessment made upon each license, <br />the name of the person assessed, and the' period for which suer license was issued. <br />On the first day of T)ecember,"a.rch, June and September of each year re shall <br />deliver to the Finance Committee extracts from said book sl,owinp- the entries made and <br />tre total arnount of licenses collected during the preceding three months, properly <br />classified. These extracts s},all be certified under oath. <br />111. T)ie taxes on licenses accruing under tie provisions of this ordinance shall. be <br />due and payable, except where otherwise herein provided, upon the first day of Yay, <br />1913, and shall be paid by the person against whom aesessed to the Treasurer of the <br />city Jn his office prior to the first day of May, <br />112411 ordinances. or parts of ordinances, relating to licenses i.n conflict herewith are <br />herekly repealed. <br />Adopted by the Council April 10,1.913.
