AN ORDINANACE REGULATING THE LICENSING AND OPERATING OF AUTOMOBILE BUSES, COMMONLY KNOWN AS <br /> <br />JITNEY BUSSES. <br /> <br />BF IT ORDAINED BY THE COUNCIL OF CHARLOTTESVILLE, That the owner of every automobile. <br /> <br />bus, or other automobile commonly known as a jitney -bus operating on the streets of <br /> <br />Charlottesville shall conform to the following requirements and every such vehicle <br /> <br />shall be operated in pursuance of the rules, regulations, restrictions and conditions <br /> <br />hereinafter prescribed and set forth: <br /> <br />1. The owner of such vehicle or vehicles shall obtain a license for the right to <br /> <br />operate each vehicle by making written application to the Comrissioner of Revenue for <br /> <br />the City on a printed form to be prescribed by and furnished by the said Commissioner: <br /> <br />by paying a license fee or tax according to the following scale: $30 for each <br /> <br />vehicle seating from one to four passengers: $40. for each vehicle seating from five <br /> <br />to seven passengers, and for each, vehicle with a seating; capacity above seven $3, <br /> <br />additional for each unit of seating capacity in excess thereof: and by executing and <br /> <br />delivering to the Mayor, to be filed with the City Auditor, a bond with surety for <br /> <br />the sum of $2,000. satisfactory to the City Attorney, conditioned that the maker of <br /> <br />the bond and sureties and endorsers thereof shall be liable in and for all damage to <br /> <br />any person accepted as a passenger on suer vesicle or damage to any other person, <br /> <br />proximately caused by the negligent operation thereof or by any known patent defect <br /> <br />in such vehicle. <br /> <br />The Commissioner of the Revenue shall upon approval of application, pavment of license <br /> <br />tax, and filing of bond hereinbefore provided for, place such application with the <br /> <br />Treasurer of the City, who shall deliver to the applicant a written license, <br /> <br />2. The owner of a licensed vehicle may, after having complied with the State License <br /> <br />laws, temporarily substitute for it another vehicle of the same seating capacity, <br /> <br />provided however that if such substitution is to continue for a period exceeding? <br /> <br />days/ a description of such vehicle shall be filed with and approved by the Mayor, <br /> <br />3. Such vehicle shall be operated only by porsons over sixteen years of age, and <br /> <br />who shall have received the written permission of the Mayor after examination or <br /> <br />upon receipt of other satisfactory evidence of his knowledge and ability. <br /> <br />4. The owners and operators of vehicles contemplated by this ordinance shall be subject <br /> <br />to and required to conform to the laws regulating street use and automobiles and such <br /> <br />other traffic regulations as exist or may exist, except so far as they are in conflict <br /> <br />with the provisions herein, and in addition thereto shall conform to the following <br /> <br />regulations: The number of passengers carried in a vehicle shall not exceed its <br /> <br />licensed capacity by more than one passenger, except in case of children for whom no <br /> <br />charge is made, when the capacity may be exceeded by two: no passenger shall ride on. <br /> <br />the runningboard doors or other portion of the vehicle not intended for a passanger <br /> <br />seat: the interior of such vehicle, while in operation beteweeb one house after sunset <br /> <br />and one hour before sunrise, shall be lighted in such manner as may be designated by <br /> <br />the Mayor. The Mayor, Chief of Police, or any person duly authorized by one of them <br /> <br />shall, in cases of emergency, such as fires accidents street parades, obstructions <br /> <br />defects in street, etc., have power to divert such vehicles to such other streets of <br /> <br />blocks than their accustomed routes as will in hie discretion best serve the public. <br /> <br />5. The owner of any vehicle operated, under this ordinance and the agent or a such <br /> <br />owner violating any provision of this ordinance, shall be fined not less than five <br /> <br />dollars nor more than one hundred dollars for each offense, and each day or part of a <br />
