HEADLIGHTS. <br /> <br />BE IT ORDAINED BY THE COUNCIL OF CHARLOTTESVILLE , That no operator of any auto- <br /> <br />mobile or other motor vesicle of any other kind, while operating the same upon any <br /> <br />public highray within the limits of Charlottesville, shall use any acetylene, <br /> <br />electric or otter headlight on such vehicle unless such headlight be properly <br /> <br />designed, covered, shaded, deflected, dimmed or lowered so that it will not blind <br /> <br />or dazzle other users of the highway or make it difficult or unsafe for them to ride, <br /> <br />drive or wall thereon; and any person voilating is provision shall be subject to <br /> <br />a fine of not less than $1. nor more than $5. for each and every first offense, and <br /> <br />to a fine of not less than $5. and not more than $25, for each and every second or <br /> <br />subsequent offense. <br /> <br />Sec. 2. And be it further ordained, That for the purpose of making this ordinance <br /> <br />fully effective the owner of any motor vellicle operated contrary to the provisions <br /> <br />thereof shall be deemed prima facie the operator thereof. <br /> <br />presented and approved August 13,1915.
