<br />AN ORDINANCE AMENDING AND RE-ENACTING SECTION 201 OF THE CITY CODE ENTITLED
<br />
<br />RIGHT OF WAY ON STREETS.
<br />
<br />BE IT ORDAINED BY THE BOARD OF ALDERMEN, THE COMMON COUNCIL CONCURRING, That
<br />
<br />Sec. 201 of the city code entitled "Right of way on streets," be amended and
<br />
<br />re-enacted to .read as follows:
<br />
<br />SECTION, 201. Street Traffic Regulations.
<br />
<br />Every person riding or driving, upon the streets of tris City shall at all times
<br />
<br />keep as far to the righthand side of the street as possible and always to the right
<br />
<br />of the center, except when necessary to go somewhat to the left in order to pass a
<br />
<br />vehicle or obstruction, in which case he shall go no further to the left than necessary
<br />
<br />and return to the right as suon as possible. No vehicle or automobile shall be
<br />
<br />allowed to around or across the street except at street crossing, always turning
<br />
<br />square corners, all vehicles and machines to be headed to the right at all times.
<br />
<br />No automobile shall be allowed to hack for the purpose; of turning; around; if it cannot
<br />
<br />make the circle it must go around the block. The driver of every vehicle shall upon
<br />
<br />meeting any other vehicle in the, street, keep to the right, and wren stopping shall
<br />
<br />place his vehicle as near as possible to the curbstone; but in no instance shall he
<br />
<br />stop In the middle of tre street nor upon the crossings nor stand in front of a
<br />
<br />theater. No person shall stop any vehicle on the street backed up to the sidewalk
<br />
<br />so that the vehicle shall extend its full length across the street except as provided
<br />
<br />in section 200. In turning a corner of meeting or intersecting public highways, the
<br />
<br />person operating, driving or propelling any vehicle shall not proceed nor shall the
<br />
<br />owner of any vehicle riding thereon or therein, cause or Fermit the same to proceed at
<br />
<br />a rate of speed greater than six miles per hour, and in overtaking a street passenger
<br />
<br />car which has been stopped at a strut corner for the purpose of receiving or discharging
<br />
<br />a passenger or passengers, no such vehicle aforesaid shall approach nearer than within
<br />
<br />four feet of a car or pass as long as long as the same is stopped and remains stainding for the
<br />
<br />purpose aforesaid. It shall be unlawful for any person to alight from or enter a
<br />
<br />street car except on the right-hand side of tha car. Every summer or open car shall
<br />
<br />be equipped with a side -rail on the left hand side of tre car to prevent tree receiving
<br />
<br />or discharging of passengers on said side. No driver of an automobile or other vehicle
<br />
<br />shall back or turn abruptly, reduce the speed of or stop his automoblie or other vehicle
<br />
<br />unless the way is clear and it is safe to persons and property for him to do so, nor
<br />
<br />unless he first signifies by an appropriate signal by hand or otherwise, his intention
<br />
<br />to back, turn, reduce speed or stop as aforesaid. No person operating, drivirrr or
<br />
<br />propelling an automobile or other motor vehicle shall cut out the muffler of his vesicle
<br />
<br />within the corporate limits, nor shall the owner of any vehicle cause or permit the
<br />
<br />muffler to be cut out within the said curporate limits.
<br />
<br />All vehicles, automobiles ans street cars voing in an easterly direction or westerly
<br />
<br />direction ehall have the right-of-way over all vehicles, automobiles and street cars
<br />
<br />going in a northerly or southerly direction. No automobile or other vehicle shall be
<br />
<br />parked in any block on which there is located a passing track or switch, but this shall
<br />
<br />not apply to the automobiles or other vehicles used in the business of merchants on
<br />
<br />such block.
<br />
<br />Any person violating any section of this ordinance sti-all be guilty of a misderreanor,
<br />
<br />and upon conviction shall be fined not less than $2.50 nor more than $25. for the first
<br />
<br />offence, and not less tran $2.50 nor mo re than $50. for any subsequent offence.
<br />
<br />The said penalties may be imposed eitrer upon the ovmer or driver of the automobile or
<br />
<br />Other vehicle. It shall be unlawful for. any person in an intoxicated condition to
<br />
<br />operate an autumobile, motorcycle or motorbicycle and any person so doing shall be
<br />
<br />liable to a fine of not less than $10.00 nor more than $25.00, or in the discretion of
<br />
<br />the Police Justice, thirty days in , jail, or both, and said Justice shall certify the
<br />
<br />fact of such conviction to the Mayor, who shall thereupon revoke the permit of any
<br />
<br />person so convicted. to any case wre re a penalty is imposed under this ordinance, the
<br />
<br />Mayor shall rave the power to revoke the permit of any person convicted.
