<br />An Ordinance amending and re-enacting Sec.614 of the City Code:
<br />Amending Be it ordained by the Corrmon Council of Charlottesville, the Board of Alderme

<br />City Code concurring, That Section 614 of the Ordinances be and the s ame is rereby amended a
<br />in re. and
<br />City Manager. reenacted, as follows:
<br />Sec.614. MUNICIPAL BUSINI ESS '.ANA TFR, NIS DUTHES,POWERS,TET.",ETC,
<br />That t?�e office of which the Yunicipal Business Manager is in crarge $tall
<br />hereafter be known as th,.; DEPARTMENT OP ADMINISTRATION AND RECORDS, which department
<br />shall take over and ?iereaffer have charrre of t1le bookkeeping, record keepinq, Pili,,
<br />and reporting ?ie.retofore under the departments of streets, gas, water and sewers,
<br />and shall have also charge of all vital and statistics and all other municipal
<br />records which should be preserved. And all records of this office s?iall be open
<br />to t'ne inspection of the tax payers and all others entitled to inspect them.
<br />That tre following Bureaus shall be subordinate to the �epartn.ent of Adminis.
<br />tration and Records, and tie superintendetts thereof shall recaive treir direction
<br />from the ":`unicipal Business !."anager and be immediately answerable to '^im.
<br />1. T?�e nepartment of Streets,Grounds and Buildings, the superintendent of wrich
<br />department shall be known as the Superintendent of Strua6s,Grounds and Buildings,
<br />IT. The nepartment of Pipe Tines, Installations and Public Plumbing*, the
<br />superintendent of wrich department shall be known as the Superintendent of Public
<br />:Rlumbin2.
<br />III. The Department of Gas and its by -Products, the superintendent of w'nich
<br />department shall be known as t1 -e Superintendent of Gas.
<br />LV. The Department of Cemeteries, the superintendent of wrich grall be known
<br />as the Superintendent of Cemeti,ries.
<br />That the regular election of the "funicipal Business 'I'anwrer scall re in Aurrust,
<br />1919, for a term of two years, beginning Seh.1,1919, and biennually in Aurrust tlere-
<br />after.
<br />Trat the duties of the Yunicipal Business "anager scall include all of tie
<br />duties of the office as at prevent constituted and which are set forth in the
<br />ordinance adopted by tre Council on the 9th day of July,1914, beinv that portion
<br />of Sec.614 of tie City Ordinance which reads as follows:
<br />"Teat all duties of an executive or administrative character performed by any
<br />of tre several committees of the Council of said City, under any ordinance now in
<br />force, be conferred upon and required to be exclusive discs arrred by t'�^esaid "unicipal
<br />Business Vanager, tre said committees to act in an advisory capacity; and that in case
<br />a commi ttee representing a department shall, by a vote of all its members called with
<br />notice to tre said municipal Business "anatrer, disapprove of any proposed act in
<br />trat department tvie matter at issue s),all be referred to the council for its action,"
<br />In addition to the foregoing duties, the !,.�unicipal Business manager shall
<br />forthwith and ?Iereafter rave crarpe of tre bookkeeping, record keepinr*, filing and
<br />reporting, heretofore a part of the duties of the ,epartments of streets, Gas, mater
<br />and Sewers, and shall have the direction of tre reading of all gas and water meaters
<br />and of the records to be kept of such readings, and tre direction of tre making off
<br />of all gas and water bills, and he shall require to be delivered to rim and recorded
<br />in his office all vital., health and other statistics wrich should be preserved.
<br />Trat the riunicipal Business Yanarrer shall, at tre end of eacr quarter, make a
<br />written report to the Council and Board of Aldermen of all transactions and OAT' erations
<br />during the quarter, including a detailed statement of all bills approved by him r
<br />showing how and where the various sums were expended during the said quarter, in °rde
<br />that all disbursements may be related to their objects in tre sei"eral departr!ente;
<br />and shall. also quarterly present to the Council and Board of Aldermen an estimate
<br />of all sums of money necessary to carry on the operations of the City in its various
<br />departments for the ensuing, quarter; and shall make an annual report at tre end of
<br />each year.
<br />That this ordinance shall be in force frorn its passagre and all ordinances or
<br />parts of ordinances in conflict rer.ewitr are hereby .repealed.
