An Ordiance fixing the rate of charge for examining gas meters and water meters. <br /> <br />Be it Ordained by the Common Council, the Board of Alderemen concurring, <br /> <br />That a charge of $1.00 shall be made each consumer for testing his meter upon <br /> <br />his request. If upon testing it shall prove to be in good working condition, said <br /> <br />charge shall be made upon the monthely gas or water bill. If not found in good <br /> <br />condition no charge will be made. <br /> <br />Adopted by the Common Council Oct. 14, 1920. <br />Ayes: Ellington, Forrest, Quarles, Twyman, <br />Smith and Whitten; Noes; Via. <br />Concurred in by Board of Aldermen Oct. 18, 1920. <br />Ayes: Greaver, Patton, Timberlake and Walker. <br /> <br />Presented and approved <br />October 19, 1920. <br /> <br />Mayor Singature. <br />Clerk Signature. <br />Presidnet Common Council Signature. <br />President Board of Aldermen Signature. <br /> <br /> <br />An Ordinance anending and re-enacting an Ordinance entitled "An ordinance providing <br /> <br />for proper disposal of human excreta in the City of Charlottesville, and prescribing <br /> <br />construction, maintenance, scavenging, and inspection of privies, etc. approved Apr, <br /> <br />24, 1919. <br /> <br />BE IT ORDAINED, By the Common Council, the Board of Aldermen concurring, <br /> <br />That an Ordinance entitled "An Ordinance providing for proper disposal of human <br /> <br />excreta in the City of Charlottesville, and prescribing construction, maintenance, <br /> <br />scavenging, and inspection of privies, etc." be amended and re-enacted to read as <br /> <br />follows: <br /> <br />1. It shall be unlawful for any property holder or his authorized Agent to pemit <br /> <br />upon any of this property in Charlottesville a privy or dry closet of any kind or <br /> <br />description, for the reception of human excreta, to be maintained or to exist, <br /> <br />where any of the improvements of said property are connected with a public sewer <br /> <br />of said city, or located on a street along which runs a public sewer. <br /> <br />Any person violating the provisions of this section shall be guilty mise- <br /> <br />meanor and punishable by a fine of not less than $2.50 and each day the premises <br /> <br />remain so unconnected shall constitute a separate offense. <br /> <br />2. It shall be unlawful for any person in Charlottesville to throw out, deposit or <br /> <br />bury within the city limits, any excreta from human bodies, solid or liquid, <br /> <br />dispose of such substance in any canner other than by means of a properly sewered <br /> <br />water closet or a properly constructed sanitary privy. <br /> <br />Any person violating the provisions of this section shall be guilty of a <br /> <br />misdemeanor, and shall be fined not less than $2.50 for each offense. <br /> <br />3. All buildings or other places in said City where human beings live, are employed <br /> <br />or congregate, shall be provided with a sewered water closet or a sanitary privy <br /> <br />for the catchment, or receiving of human dischakgee, which will properly dispose <br /> <br />of and safeguard such matter. <br /> <br />Any property owner violating any provisions of this section shall be guilty of a <br /> <br />misdemeanor punishable by a fine of not less than $2.50, and each day the violation <br /> <br />continues shall constitute a separate offense, <br /> <br />4. It shall be unlawful for any property owner or his autrorized agent or his <br /> <br />to construct, maintain or mermit to exist on any property or properties undbr sanitary, <br /> <br />control, where sewer connection has not been made, a privy unless the same be sanitary, <br /> <br />or is constructed as provided hereinbelow. <br /> <br />Any person violating any provision of this section shall be guilty of a <br /> <br />misdemeanor, and fined not less than $2.50 and each day the violation of this section <br /> <br />continues shall constitute a separate offense. <br /> <br />5. A sanitary privy is one so built, rebuilt or constructed that (a) excreta <br /> <br />deposited therein willnot fall upon the ground but in some water -tight receptacle <br /> <br />and (b) the contense of which receptacle shall not be accessible to flies, fowls <br /> <br />or small animals at any time. (c) The Box parts of said privy shall be constructed <br /> <br />of sound timber, all joints being made tight. Said box is to be provided with a lid <br /> <br />closely fitting, and the seat thereon is to be provided wits a hinged lid so as to <br /> <br />render such box fly -proof. (d) Proper ventilation of such box shall be provided by <br /> <br />means of suitable placed openings and a flue. Such ventilation openings are to be <br /> <br />screened with a good grade of 14 mesh wire screening. (x) Such privies shall be <br /> <br />located as to be easily accessible to the scavenger for cleaning. <br /> <br />6. The Board of wealth of Charlottesville shall prescribe by regulations proper <br /> <br />sizes and methods of construction of such privies, and such other details as will <br /> <br />render this ordinance effective and its application uniform, All such privies must <br /> <br />conform to such regulations. <br /> <br />7. (a) The owner or tenant occupying premis as where privies are located shall have <br /> <br />all privies on the premises occupied by such owner or tenant cleaned out three times <br /> <br />each month, or oftener if necessary, and the filth shall be disposed of in such <br /> <br />manner as not to be offensive to the neighborhood nor detrimental to the health _ <br />
