payable semi-annually, such installments neing evidenced by coupons attached to

<br />said bonds; that the bonds shall be numbered from one to the end of the series;
<br />
<br />that all bonds harain named shall be signed by the Mayor, who shall affix to them
<br />
<br />the corporate seal of the city, and shall be signed also by the clerk of the Councils
<br />
<br />and the treasurer, and the coupons thereto attached shall be identified by by fac-simile
<br />
<br />signatute of the treasurer., that said bonds shall be exempt from city taxation and
<br />
<br />their coupons shall be receivable fur all taxes, debts and demands due to the city
<br />
<br />of Charlottesville.
<br />
<br />II. That the proceeds of said ponds shall be used exclusively for the purpose set
<br />
<br />forth in the preamble hereto that the amounts therein set apart respectively for
<br />
<br />bonding floating indebtedness, for the erection of a government building, for the
<br />
<br />betterment of tre fire department and for remodeling the armory shall not be increased,
<br />
<br />but any or all of these four named appropriations, and, if necessary, the apportion.
<br />
<br />ment for streets, may be reduced by the councils, and the sum of the reduction added
<br />
<br />to the amount apportioned to water supply improvement in order that the Councils may
<br />
<br />not be restricted or hampered in their dealing with the water problem, and if not
<br />
<br />mora than $200,000 is required for water supply improvement, the Councils may assign
<br />
<br />to streets any anexpende:d remainder of the sums apportioned to the utilities named
<br />
<br />in this section II after such, utilities named have been properly provided for,
<br />
<br />III. That the said bonds and their coupons shall be payable at the office of the
<br />
<br />treasurer of the city of Charlottesville.
<br />
<br />IV. That after this bond issue has been authorized by a vote of the people the
<br />
<br />Finance Committee of the Councils shall perpare and dispose of it in its entirely at
<br />
<br />one sale, or in installments, as may be deemed desireable by the said committee. Any
<br />
<br />sale of said bonds shall be subject to the ratifcation of the Councils
<br />
<br />V. That if, is hereby ordered that an election be held on the 4th day of May, 1920
<br />
<br />at which, qualified voters may vote for or against sanctioning the issue of bonds -
<br />
<br />that is to say, for any or all of the following:
<br />
<br />$200,000 for water
<br /> 50,000 for sewers,
<br /> 35,000 for gas
<br /> 25,000 for existing unbonded debt,
<br /> 480,000 for streets,
<br /> 125,000 for government building,
<br /> 20,000 for fire department equipment,
<br /> 18,000 for remodeling armory:
<br />
<br />or against any or all of the issues of bonds just named by drawing a line through
<br />
<br />the issue or issues it is desired to vote against, said election to be held in
<br />
<br />accordance with section 25 of the: city chaster and tre laws of Virginia regaurding
<br />
<br />elections by the people.
<br />
<br />VI. That the mayor of said city be, and he is hereby, authorized and diracted to
<br />

<br />give the required notice, by publication in a Chartottesville paper for four_
<br />
<br />weeks of the holding of said election pursuant to the provision of Section 25 of
<br />
<br />said charter.
