<br />An Ordinance providing► for the creation of an Atvisory .Board in connedtion with
<br />municipal construction or public impmver�ents effected with tre proceeds of bonds
<br />issued therefor.
<br />AdviOcry Be it Ordained by the Common Council, the Board of Aldermen concurring:
<br />Board
<br />Ordinance. 1. That any municipal construction or public improvement effected with the proceeds
<br />of bonds issued and sold according to law shall be an undertaking unrelated to the
<br />usual routine of municipal administration.
<br />2. That such construction as may he authorized and provided for by a bond issue
<br />shall be conducted, subject to the control of the Councils, in accordance with this
<br />policy by a board of seven, constituted of one Alderman, chosen by the Board of
<br />Aldemmen, two Councilmen, crosen by the Common Council, and four citizens of suitable
<br />qualifications, one from each ward, to be appointed by the Councils in separate
<br />se: cion, upon the nomination of the Alderman and Councilmen of each ward in pursuance
<br />of recommendations by ward mass meetings, or independently as the Alderman and Council-
<br />men of the respective wards may deem best, provided, however, tI^at no official or
<br />employee of the city or no person who is an official or employee of a public utility,
<br />shall be eligible to serve on said board, except as hereinbefore provided.
<br />6. That an engineer of known fitness and ability shall be employed to provided
<br />plans and specifications, under the direction of the Councils, for all construction
<br />and to see that constri.;ction is accomplished in strict accordance therewith, his
<br />appointment to be approved by the Councils in separate session.
<br />4. That all plans and specifications shall be reviewed by the Advisory Board,
<br />provided
<br />for in section
<br />2 of this ordinance, and approval or
<br />disapproval shall, be
<br />promptly
<br />reported, with
<br />recommendations to the Councils, in
<br />separate session,
<br />with whom final decision steal). rest, by resolution or ordinance.

<br />anal shall .report to the Councils monthly or oftener, as may best serve t1ne interest

<br />9. Said Board o.r any member thereof may be removed at any time by a resolution of
<br />the Councils, adopted in separate seesiore.
