An Ordinance providing for the creation of an advisory Board in connedtion with <br /> <br />municipal construction or public improvments effected with tre proceeds of bonds <br /> <br />issued therefor. <br /> <br />Be it Ordained by the Common Council, the Board of Aldermen concurring: <br /> <br />1. That any municipal construction or public improvement effected with the proceeds <br /> <br />of bonds issued and sold according to law shall be an undertaking unrelated to the <br /> <br />usual routine of municipal administration. <br /> <br />2. That such construction as may he authorized and provided for by a bond issue <br /> <br />shall be conducted, subject to the control of the Councils, in accordance with this <br /> <br />policy by a board of seven, constituted of one Alderman, chosen by the Board of <br /> <br />Aldemmen, two Councilmen, crosen by the Common Council, and four citizens of suitable <br /> <br />qualifications, one from each ward, to be appointed by the Councils in separate <br /> <br />session, upon the nomination of the Alderman and Councilmen of each ward in pursuance <br /> <br />of recommendations by ward mass meetings, or independently as the Alderman and Council- <br /> <br />men of the respective wards may deem best, provided, however, that no official or <br /> <br />employee of the city or no person who is an official or employee of a public utility, <br /> <br />shall be eligible to serve on said board, except as hereinbefore provided. <br /> <br />6. That an engineer of known fitness and ability shall be employed to provided <br /> <br />plans and specifications, under the direction of the Councils, for all construction <br /> <br />and to see that construction is accomplished in strict accordance therewith, his <br /> <br />appointment to be approved by the Councils in separate session. <br /> <br />4. That all plans and specifications shall be reviewed by the Advisory Board, <br /> <br />provided for in section 2 of this ordinance, and approval or disapproval shall, be <br /> <br />promptly reported, with recommendations to the Councils, in separate session, <br /> <br />with whom final decision shall rest, by resolution or ordinance. <br /> <br />5. That all construction or any part thereof effected through the prceeds of a bond <br /> <br />issue may be by contract. <br /> <br />6. That subject to thu control of the Councils it still be the duty of the Advisory <br /> <br />Board to see that such plane and specifica.tione are carried out, and direct the <br /> <br />prosecution of such work and do everything necessary to safeguard the public interest, <br /> <br />and shall report to the Councils monthly or oftener, as may best serve the interest <br /> <br />of the City. <br /> <br />9.
