Presented and approved February 16, 1921. <br /> <br />Mayor Signature. <br />Clerk Signature. <br />President Common Council Signature. <br />President Board of Aldermen Signature. <br /> <br /> <br /> <br />A Resolution authorizing the Finance Committee to make such arrangements as may be <br /> <br />necessary to carry on the work of installing tre water -gas set until funds from other <br /> <br />sources are available. <br /> <br />Resolved by the Common Council, the Board of Alderrren concurring, <br /> <br />That until such time as funds are available from the sale of bonds that the <br /> <br />Finance Committee is hereby authorized to make such arrangements as arra necessary to <br /> <br />secure sufficient funds to carry on the work of installing the water -gas set. <br /> <br />Adopted by the Common Council Feb. 10, 1921 <br />Ayes: Forrest, Quarles, Smith, Via and Whitten. <br />Conccured in by Board of Aldermen Feb. 15, 1921. <br />Ayes: Greaver, Timberlake and Walker. <br /> <br />Presented and approved February 16, 1921. <br /> <br />Mayor Signature. <br />Clerk Signature. <br />President Common Council Signature. <br />President Board of Aldermen Signature. <br /> <br /> <br /> <br />AN ORDINANCE AMENDING AND REENACTING SECTIONS 333, 334, 335, 336, 337, 338 OF THE CITY CODE OF 1909. <br /> <br />BE IT ORDAINED BY THE BOARD OF ALDERMEN, THE COMMON COUNCIL CONCURRING, THAT <br /> <br />SECTIONS 333, 334, 335, 336, 337, 338 AND 344 OF THE CITY CODE OF 1909 AS AMENDED <br /> <br />BY AN ORDINANCE APPROVED NOVEMBER 19, 1918, AND AS AMENDED BY AN ORDIANCE APPROVED <br /> <br />JANIARY 14, 1919, BE AND ARE HEREBY AMANDED TO READ AS FOLLOWS: <br /> <br />SEC. 333. CITY PHYSICIAN. The Board of Alderrmen and Common Council may elect a <br /> <br />City Physician at a salary to be fixed at the time of his election or before, or <br /> <br />they may dispense with that officer. If a City Physician is elected, he shall hold <br /> <br />his position at the pleasure of the Board of Aldermen and Common Council. <br /> <br />SEC. 334. POWERS AND DUTIES OF CITY PHYSICIAN. The City Physician, when there is <br /> <br />one elected, shall visit and attend all needy persons he may know to be in need of <br /> <br />his services and that are reported to him. He shall report to tre Health Officers <br /> <br />any infectious or contagious diseases of which he may have knowledge. It shall be <br /> <br />his duty to advise and co-operate with the wealth Officers in charge of Public health <br /> <br />SEC. 335. BOOKS AND RECORDS. The Health Officer shall be the custodian of all <br /> <br />records and papers belonging to the healtr department, and when such books, records <br /> <br />and papers are not in actual use, they shall be kept in a safe place provided for <br /> <br />them in the City Hall. <br /> <br />SEC. 336. BOARD OF HEALTH. There shall be a Board of wealth composed of five members <br /> <br />who shall serve without compensation, to be elected biennially from the city at <br /> <br />large by the Board of Aldermen and Common Council in joint session. In case of <br /> <br />removal, resignation or disability of any member of said Board, the Board Of <br /> <br />Aldermen and Common Council shall in joint session elect his successor to fill <br /> <br />vacancy for the unexpired term. The Health Board shall subject to the ordiance <br /> <br />and resolutions of the Board of Aldermen and Common Council, have complete control <br /> <br />of the public health and sanitation, <br /> <br />SEC. 337a HEALTH OFFICER. Health Officer shall be elected by joint session <br /> <br />of the Councils, his salary shall be fixed by law prior to his election. <br /> <br />The Councils shall proceed to elect a Health Officer, as therein provided, as soon <br /> <br />as practicable and said officer shall serve until , September 1922 or until a <br /> <br />is elected; and aafter the first of September, 1922, said officer shall be elected <br /> <br />for the term of two years. If it in found expedient a Health Officer may be elected <br /> <br />wits the understanding that he is to serve also as Health Officer for the County of <br /> <br />Albemarle. <br /> <br />The Health Officer shall appoint a Sanitary Inspector and have authority <br /> <br />to appoint necessary assitants and disburse all funds for public health, subject <br /> <br />to the approval and consent of the Board of health. All reports, accounts, and bills <br /> <br />shall be subject to tre approval of tre Board of Health who in turn shall be <br /> <br />able to the Councils. <br /> <br />SEC. 337.b. The duties of the Health Officer shall pertain only to the proper <br /> <br />carrying out of measures for tha prevention of disease, the prolongation of life <br /> <br />and the safeguarding and preservation of health. It shall. be his duty to <br /> <br />conditions are sanitary or unsanitary and detefmine the best methods for the <br /> <br />prevention of disease and the preservation of health; and in no case shall his duties <br /> <br />embrace the enforcement of sanitary laws which shall be the duty of the Sanitary <br /> <br />Inspector and the Police rapartment. <br />
