SEC. 337c. DUTIES OF HEALTH BOARD. In case that the Council and Aldermen decide

<br />to elect a Health Officer in conjunction with the County, then the City Health Board
<br />
<br />shall join with a similar Health Board from the County and act as one body -provided,
<br />
<br />however, that the City Health Board shall act independently in regard to local City
<br />
<br />health matters. It shall further be the duty of the City Health Board to present to
<br />
<br />every regular meeting of the City Council, a complete statement of the status and
<br />
<br />activities of health work in City and County and shall submit quarterly statements
<br />
<br />of funds expanded, and an estimated budget for balance of the year.
<br />
<br />SEC 338. It shall be the duty of the Board of Health to care for the poor, who
<br />
<br />have a just claim upon the City's bounty, and they are authorized to seek and use
<br />
<br />the co-operation of the Charlottesville Public Health and District Nursing Association.
<br />
<br />Tha appropriation for the poor may be disbursed only on vouchers approved by the
<br />
<br />Chairman of the Health Board.
<br />
<br />SEC. 334 SANITARY INSPAECTOR. In order to more effectually carry out the ordinances
<br />
<br />with regard to the health and cleanliness of the City, a sanitary Inspector shall be
<br />
<br />appointed under the provision of Sec.337a, whose duty it shall be to make careful
<br />
<br />inspection of the premises of all public buildings of the City, and of all other
<br />
<br />buildings, residences or places of business, cellars, grounds or other appurtenances
<br />
<br />thereto, which are required by the health laws of the City to be kept in a cleanly
<br />
<br />and health condition, and to serve notice upon the occupants thereof to abate or
<br />
<br />remove any nuisance which he may find existing thereon. He shall be subject to
<br />
<br />the orders and under the control of the Board of Health and shall serve for such
<br />
<br />length of time as said Board may deem necessary. Inspection shall be made quarterly
<br />
<br />or oftener, if deemed necessary by the Board of Health.
<br />
<br />All ordinances or parts of ordinances in conflict with these ordinances or parts
<br />
<br />of ordinances, are hereby repealed.

<br />That Sec. 538 of the City Code entitled GAS CONNECTIONS TO BE MADE BY CITY, be
<br />
<br />amended and re-enacted to read as follows:
<br />
<br />Sec.538. GAS CONNECTION TO BE MADE BY CITY.
<br />
<br />All gas connections from gas mains to the building, including the setting of all
<br />
<br />meters and repairs in the street, shall be done by the Gas Department at the expense
<br />
<br />of same. The property owner to pay actual cost of pipe and its installation over
<br />
<br />and above 50 lineal feet from the street main.
<br />

<br />AN ORDINANCE ESTABLISHING A BOARD TO MANAGE THE AFFAIRS OF THE PUBLIC LIBRARY, AND

<br />PROVIDING FOR FILLING VACANCIES IN SAID BOARD.
<br />
<br />Whereas, Tile City of Charlottesville having received from Mr. Paul G. McIntire
<br />
<br />the offer of a Public library including building, furniture, fixtures, equipment of
<br />
<br />Whereas, on March 21,1919, the Common Council and the Board of Aldermen in
<br />
<br />Joint session gratefully accepted the generous gift and "pledged their support and
<br />
<br />cooperation including the provision of the necessary means for efficient maintenance,"
<br />
<br />which pledge is herein repeated as a part of this ordinance. Therefore
<br />
<br />Be it enacted by the Board of Aldermen, the Co!nmon Council concurring, that:
<br />
<br />1. A Board of Directors consisting of seven members, to be known as the Library
<br />
<br />Board of Charlottesville, is hereby authorized, and John S. Patton, J. H. Dillard,
<br />
<br />H.S Hedges, Miss Carrie Burnley, W. O. Watson, Mrs.. E. W. Johnson and T. E. Powers
<br />
<br />shall constitute said Board.
<br />
<br />2. Vacancies in this library board shall be filled by election. No election
<br />
<br />shall be legal unless four votes, at leat, are recorded by members of said board
<br />
<br />for the proposed members
