<br />SEC, 37. DEPOTS: !
<br />No hotel runner, solicitor, transfer men or any other r erson shall congregate �!
<br />in or about the entrance, exit or driveway or any railroad passenger depot or station;
<br />nor shall any suc}, person by loyal or boisterous conduct interfere or annoy the patrons
<br />thereof or any residents of the neighborhood of .such railroad passenger depot or station.
<br />SEC. 38. Nothinp in tVis ordinance shall be construed to curtail or abridae the
<br />right of a, y person to prosecute a civil action for damage by reason of inuries to
<br />person or peroperty resulting from. negligent use of motor vellicles or other vellicles
<br />on the streets of the City of Charlotteaville, Virginia,
<br />SEC, 39, PIR„ITS:
<br />No person shall operate a Motor vehicle upon the streets of the City of Cliar-
<br />lottesville unless he or she shall have obtained a written permit froir. the Chief of
<br />Police which scall cost fifty cents. Tor a violation of this section a fine of not
<br />lose than $1.00 nor more than twenty dollars ($20) shall be ir-y-osed. No person
<br />under sixteen years of age shall he granted a permit unless the Cl-ief of Police is
<br />satisfied after a personal examination t1-atsuch person is capable and competent to
<br />operate a motor vehicle.
<br />SXC. 40. N0T OTHERWISE PROM DFn :
<br />Any person violating the provisions of this ordinance where the penalty is not
<br />otherwise provided shall be fined in tke sum not less than ten (10.00) dollars and
<br />not more than one hundred ($100) dollars or imI:risoned in the city jail not less than
<br />five days not more than thirty days, orboth so fined and imprisoned in the discretion
<br />of the Court or Jury.
<br />SEC, 41. If any secticn or Dart of a section of t1lis ordinance shall he held invalid
<br />or unconstitutional, the same shall not be held to invalidate, or impair the authority,
<br />force or effect of any other section or part of a section of the ordinance unless it
<br />clearly appears that such other section or part of a section is wholly or necessarily
<br />dependent for its operation upon the section or part of a section so held invalid or
<br />unconstitutional.
<br />All ordinances or parts of ordinanceff in conflict herewith are hereby repealed
<br />to the extent of such conflict and this ordinance shall be in full force and effect
<br />froir its passage and publicatior as required by law.

<br />personnel or only an increase in the number of policemen under a different administra-
<br />tive:policy.
