SEC. 37 DEPOTS: <br /> <br />No hotel runner, solicitor, transfer men or any other person shall congregate <br /> <br />in or about the entrance, exit or driveway or any railroad passenger depot or station; <br /> <br />nor shall any such person by loyal or boisterous conduct interfere or annoy the patrons <br /> <br />thereof or any residents of the neighborhood of such railroad passenger depot or station. <br /> <br />SEC. 38. Nothing in this ordinance shall be construed to curtail or abridge the <br /> <br />right of any person to prosecute a civil action for damage by reason of inuries to <br /> <br />person or peroperty resulting from negligent use of motor vellicles or other vellicles <br /> <br />on the streets of the City of Charlottesville, Virginia, <br /> <br />SEC. 39. PREMITS: <br /> <br />No person shall operate a Motor vehicle upon the streets of the City of Char- <br /> <br />lottesville unless he or she shall have obtained a written permit from the Chief of <br /> <br />Police which shall cost fifty cents. For a violation of this section a fine of not <br /> <br />lose than $1.00 nor more than twenty dollars ($20) shall be imopsed. No person <br /> <br />under sixteen years of age shall he granted a permit unless the Chief of Police is <br /> <br />satisfied after a personal examination that such person is capable and competent to <br /> <br />operate a motor vehicle. <br /> <br />SEC. 40. NOT OTHERWSIE PROVIDED. <br /> <br />Any person violating the provisions of this ordinance where the penalty is not <br /> <br />otherwise provided shall be fined in the sum not less than ten (10.00) dollars and <br /> <br />not more than one hundred ($100) dollars or imprisoned in the city jail not less than <br /> <br />five days not more than thirty days, or both so fined and imprisoned in the discretion <br /> <br />of the Court or Jury. <br /> <br />SEC. 41. If any section or part of a section of this ordinance shall he held invalid <br /> <br />or unconstitutional, the same shall not be held to invalidate, or impair the authority, <br /> <br />force or effect of any other section or part of a section of the ordinance unless it <br /> <br />clearly appears that such other section or part of a section is wholly or necessarily <br /> <br />dependent for its operation upon the section or part of a section so held invalid or <br /> <br />unconstitutional. <br /> <br />All ordinances or parts of ordinanceff in conflict herewith are hereby repealed <br /> <br />to the extent of such conflict and this ordinance shall be in full force and effect <br /> <br />froir its passage and publicatior as required by law. <br /> <br />Adopted by the Common Council July 21,1921. <br />Ayes: Ellington, Elliott, Forrest, Quarles, Morris, <br />Twyman and Via <br /> <br />Concurredin by Board of Aldermen August 1,1921. <br /> <br />Presented and approved August 1,1921. <br /> <br />Mayor Signature <br />Clerk Signature. <br />President Common Council Signature. <br />President Board of Aldermen Signature. <br /> <br /> <br />A RESOLUTION APPONTING A COMMITTEE TO INVESTIGATE THE POLICE DEPARTMENT. <br /> <br />RESOLVED, BY THE BOSRD OF ALDERMEN, THE COMMON COUNCIL CONCURRING, <br /> <br />That two Aldermen be appointed by the President of the Board of Aldermen and <br /> <br />three Councilmen by the President of the Common Council to constitute a Cormittee to <br /> <br />First: whether there is need of a better organization of the police department. <br /> <br />Second: whether a better organization can be accomplished within the present <br /> <br />personnel of the department. <br /> <br />Third: whether an efficient service by that department will require a different <br /> <br />personnel or only an increase in the number of policemen under a different administra- <br /> <br />tive:policy. <br /> <br />Fourth: the additional cost either for increased efficiency of the present <br /> <br />personnel or of a different or increased Membership. <br /> <br />Adopted by the Board of Aldermen Aupust 16,1921, <br /> <br />Ayes: Patton., Greaver and.
