<br />PURPOSE OF CONSTRUCTING AERATION AM FILTRATION PLANT, ANT) PROVIn.ING FOR VE
<br />EXPENDITURE OF ME SAID.
<br />Whdrdas the Common Council of the City of Charlottesville, Virginia, and the Board
<br />of Aldermen of thy: said City, '+ave lawfully and by proper legislation authorised t'he
<br />construction of a filtration and aeration plant in connection with and for the improve-
<br />ment of the City water supply; and,
<br />Whereas the contract for the said work has by lawfully constituted authority been
<br />let to the firm of W. P. Thurston Company of Ricilmond, Birginia; and ,
<br />Whereas, bonds for such purpose, recently authorised at a lawful election by the
<br />voters of th,,; said City of C?iarlottesville, cannot be .realised upon at the present time;
<br />and
<br />Whereas the a aid council and Board of Aldermen deem it wise, expedient and ne-
<br />cessary to proceed forthwith with the construction of said filtration and aeration
<br />plant under the terms of said contract above referred to, and
<br />Whereas said Common Council and Board of. Aldermen .deem it lawful and expedient
<br />to borrow such sum of money as may be necessary for such construction upon ohort term
<br />notes bearing interest at the rate of 6 per cent per annum; and,
