Whereas the said Common Council and Board of Aldermen deem it wise and expedient to <br /> <br />secure such said money and have it in hand prior to the bepinning of the construction <br /> <br />under said contract, <br /> <br />Now, therefore, be it ordained by the said Common Council, the Board of Aldermen <br /> <br />concurring, <br /> <br />That the finance committee of said City be and hereby is authorized to execute <br /> <br />on behalf of said city one hundred and forty (140) One Thousand dollar ($1,000) nego- <br /> <br />tiable notes, bearing interest, payable semi-annually, at the rate of six per cent per <br /> <br />annum, and payable one year after date, as follows: Sixty (60) One Thousand Dollar <br /> <br />($1,000) notes, as above mentioned, payable to the order of Sinking Fund Commission of <br /> <br />the City of Charlottesville, Virginia: Thirty three (33) One Thousand Dollar ($1,000) <br /> <br />notes as above mentioned, payable to the order of the Peoples National Bank of Char- <br /> <br />lottesville, Virginia: Thirty-three (33) One Thousand Dollars ($1,000) notes as above <br /> <br />mentioned payable to the order of the National Bank of Charlottesville, Charlottesville <br /> <br />Virginia: Seven (7) One Thousand Dollars ($1,000) notes as above mentioned, payable to <br /> <br />the order of the Commerce National Bank, Charlottesville, Virginia: and seven (7) One <br /> <br />Thousand Dollar ($1,000) notes, as above mentioned, payable to the order of the Farmers <br /> <br />& Merchants National Bank, Charlottesville, Virginia; provided, however, that the lawfully <br /> <br />constituted authorities of said City shall have the right to take up said notes or <br /> <br />any one or all of them at any interest period, having previously given to the holders <br /> <br />thereof 30 days notice of said City's intention to take up such note or notes. <br /> <br />And be it further ordained that the s aid finance committee be, and hereby is, <br /> <br />authorized and instructed, after having borrowed the money aforesaid upon such said <br /> <br />rotes, to deposit said money aforesaid in each of the said banks in proportion to the <br /> <br />amount borrowed from each of said banks; and the said finance cornmittee is hereby <br /> <br />authorized to withdraw said money from said banks for the purpose of purchasing material <br /> <br />and equipment and of making necessary payments under the aid contract with the said <br /> <br />W. P. Thurston Co. , as the construction progresses; provided however the s --aid money <br /> <br />shall be withdrawn from said banks by the s -aid finance committee in sums prorortionate <br /> <br />to the amount of the deposits heretofore referred to and, prodded further, that none <br /> <br />of the money borrowed for the purposes Inereinbefore mentioned shall be used or paid <br /> <br />cut except in strict conformity to the terms of the advertisement of the letting of <br /> <br />said work, and the proposal of said contractor and tie contract pursuant hereto between <br /> <br />the said City and the said W. P.
