(b) Each member of the Council shall receive an annual salary of $300 except

<br />the President of the Council who shall be Mayor and shall receive $500 per annum.
<br />
<br />Said salary sall be paid in equal monthly installments.
<br />
<br />SEC. 2. TIME OF MEETING FOR ORGANIZTION.
<br />
<br />The Council shall meet for organization on the first day of September after
<br />
<br />their election (unless that day be Sunday, in which case they shall meet on the
<br />
<br />following day), but in case of unavoidable absence from such meeting of any member
<br />
<br />elected it shall be competent to adjourn said meetinp, from time to time as they may
<br />
<br />deem proper.
<br />
<br />SEC. 3. REGULAR MEETINGS- HOW SPECIAL MEETING SHALL BE CALLED.
<br />
<br />The Council shall hold its regular meeting at the customary place for such
<br />
<br />meetings on the first and thrid Mondays of each month at such hour as may be agreed
<br />
<br />upon?
<br />
<br />SPECIAL MEETINGS: The President of the Council or the Vice -President,
<br />
<br />if acting in his stead, or any two members of the Council may call a special meeting
<br />
<br />of the Council at any time upon at least five hours written notice to each member,
<br />
<br />served personally or left at his usual place of business or residence, or such meeting
<br />
<br />may be held at any time without notice provided all members of the Council attend.
<br />
<br />SEC.4. COMMITTEES.
<br />
<br />Aall standing committees, except the finance committee are abolished,
<br />
<br />The President of the Council shall, within ten days after the organization of the
<br />
<br />Council, appoint the finance committee consisting of two or three members at the
<br />
<br />option of the chairman to continue for a term of two years. The president of the
<br />
<br />Council shall also appoint all special committees unless otherwise ordered by the
<br />
<br />Council.
<br />
<br />SEC. 5. ORDINANCES AND RESOLUTIONS- HOW ADOPTED, AMENDED, SUSPENDED OR REPEALED.
<br />
<br />(a) Every proposed ordinance and resolution having the effect of an ordinance
<br />
<br />shall he in writing. It may have immediate coneideration only by unanimous consent.
<br />
<br />Objection by one member shall carry it over to the next meeting.
<br />
<br />(b) No ordinance, or part of an ordinance, except a rule of urder shall be
<br />
<br />amended, suspended, or repealed except by ordinance regularly introduced and passed.
<br />
<br />SEC. 6. ORDINANCE APPROPRIATING MONEY, IMPOSING OR RELEASING TAXES, AND
<br />
<br />CREATING DEBT.
<br />
<br />(a) Every ordinace or resolution appropriating exceeding $1,000. and every
<br />
<br />ordinance or resolution authorizing the borrowing of money or creading debts exceeding
<br />
<br />one thousand dollars ($1,000.) shall lie over at leat three days.
<br />
<br />(b) No debts are to be created by the Council for a longer period than four
<br />
<br />months, unless the ordinance creating the same shall be introduced at a meeting of
<br />
<br />the Council at feat two weeks before the: same is passed but an amendment to such
<br />
<br />ordinance need not lie over.
<br />
<br />SEC. 7. ADDITIONAL EXPENDITURES BEYOND ANNUAL APPROPRIATIONS.
<br />
<br />No money shall be expended on any department of the City government beyond the
<br />
<br />amount dedicated to such department in the general apppropriation ordinance fur the
<br />
<br />fiscal year unless such expenditure be authorised by the recorded vote of all the
<br />
<br />members elected to the Council.
<br />
<br />SEC. 8. RESTRICTIONS IN SECTIONS 5 , 6 , and 7 NOT TO APPLY TO ANNUAL BUDGET
<br />
<br />The ordinance carrying the annual budget shall no be subject to the restrictions
<br />
<br />of the section 5, 6 and 7, but may be adopted by a majority vote of the Council, but
<br />
<br />if the said budget contains a section or sections releasing taxes, creating a debt -
<br />
<br />authorizing the borrowing of money, or donating any property of the City, the budget
<br />
<br />must then be passed under the conditions imposed by the said section.
<br />
<br />SFC. 9. RULES OF ORDER BY THE COUNCIL.
<br />
<br />The rules of order and procedure of the Council with the right of the body to
<br />
<br />suspend the same by an unanimous vote, shall be as follows:
<br />
<br />(1) PARLIAMENTARY RULES.- The proceedings of the Council except as its own
<br />
<br />rulos nnay otherwise provide, shall be governed by Reed's Manual of Parliamentary Rules,
<br />
<br />and no rule adopt by the Council shall be suspended by consent of all members elected.
<br />
<br />Objection shall operate to postpone to the next meeting, when this rule may be
<br />
<br />suspended by the vote of two members.
<br />
<br />(2) THE PRESIDENT OF PRESIDING OFFICER TO ENFORCE RULES, ETC;--
<br />
<br />The presiding
<br />
<br />officer shall enforce the rules of the Council, preserve order and decorum, appoint
<br />
<br />all committees, not otherwise provided for, and discharge; such other duties as apper-
<br />
<br />tain to his office.
<br />
<br />(3) PRESIDNET TO DECIDE QUESTIONS OF ORDER --
<br />
<br />The president shall decide questions
<br />
<br />of order and may, without vacating his chair, give his reason for his decision.
<br />
<br />Frarn any decision of the chair, an appeal may be made to the Council, the question
<br />
<br />being, "Shall the decision of the chair be sustained as the decision of the Couuncil?"
<br />
<br />On such appeal, no debate shall. be allowed, if it refers to a question of decorum,
<br />
<br />but, if it relates to the priority of business, or to the relevancy or applicability
<br />
<br />of propositions, the appeal may be debated.
<br />
<br />(4) PRESIDENT TO STATE QUESTIONS OF ORDER AND TO DECLARE RESULTS OF VOTES.--

<br />Questions ahll be distinctly put in the following form, namely: "As many as agree that,
<br />
<br />etc., etc. , (as the case may be-) say 'aye'" and after the affirmative vote is given,
