<br />(b) Eac!^. member of the Council shall receive an annual salary of $300 except
<br />the President of the Council who shall be Yayor and shall receive $500 per annum.
<br />Said salary Beall be paid in equal monthly installments.
<br />SEC. 2. MI OF ?(EEMM FOR ORCANITATION
<br />Tee Council shall rreet for ora-anisation on the first day of September after
<br />their election (unless that day be Sunday, in wlli0i case they shall meet on the
<br />following day), but in case of unavoidahl'e absence fronsuc}i meeting of any member
<br />elected it shall be competent to adjourn said meetinp, fromtime to time as they may
<br />deem proper.
<br />SEC. 3. REGULAR MEETINGS- HOW SPECIAL VEETIN(liS SNALTBE CALT.ET).
<br />The Council erall huld its regular meeting at the customary place: for such
<br />meetings on the first and t�-i rd Yundays of eac), month at such hour as may bu arreed
<br />upon?
<br />SPECIAL N :;ETIMS: The President of the Council or the Vice -President,
<br />if acting in vis stead, or any two members of the Council may call a special mfeetinR
<br />of the Council at any time upon at least five hours written notice to each mer. b -r,
<br />served personally or left at his usual place of business or residence, or such meeting
<br />may be held at any time without n,,tice provided all members of tee Council attend.
<br />SEC.4. COMMITTEES.
<br />Aall standing committees, except the finance committee are abolist-ed,
<br />TI•e Presidentof the Council erall, wit1lin ten days after the organisatiun of the
<br />Council, appoint the finance committee consistinr- of two or three members at the
<br />option of tee chairman to continue for a term of twu years. The president of the
<br />Council shall alkau appoint all special committees unless otherwise ordered by the
<br />Council.
<br />SEC. 5. ORDINANCES ANN RESOLUTIONS- 70W APOP'I'ET, AMA DEP, SUSPENT)E?) OR REPEALED.
<br />(a) Every prQpused ordinance and resolution having tee effect of an ordinance
<br />shall he in writing. It ma;, have immediate coneideration only by unanilrous consent.
<br />Objection by one mmnber shall. carry it over to t:ie next meeting.
<br />(b) No ordinance, or part of an ordinance, except a rule of urder shall be
<br />amended, suspended, or repealed excel -t by ordinance regularly introduced and passed.
<br />SEC. 6. OPnINANCE APPROPRIATTNI M01-IE't, I1,100SIN" OR REALFASINI TAXF"', ANI)
<br />CREATINII IWT.
<br />(a) Every ocdinance or rysolution appropciatinrf exceeding $1,000. and every
<br />ordinance or resolution author icing the borrowing -of money or creading debts exceeding
<br />one thousand dollars ($1,000.) shall lie over at leat three days.
<br />(b) No debts are to be creat(id by the Council for a longerperiod than four
<br />months, unless the ordinance creating the same shall be introduced at a meeting of
<br />the Council at feat two weeks before the: same is passed: but an amendment to such
<br />ordinance need not lie over.
<br />SEC. 7. AI)DITIONAL EXPVT)ITTIRE'S BEYONT? ANNUAL APPROPRIATIONS,
<br />No money shall be expended on a,,y department of the City government beyond the
<br />amount dedicated to such department in the general apppropriation ordinance fur the
<br />fiscal year unless such expenditure be authorised by the recorded 1rote of all the
<br />membf;rs electf.,d to the Council.
<br />SEC. 8, RMSTRT OTT ONS IN SECTIONS 5 , 6 , and 7 NOT TO APPLY TO ANNUAL BUDGET
<br />The ordinance carrying the annual budget shall no be subject to the restrictions
<br />of the sectic�ie 5, 6 and 7, butmay be adopted by a majority vote of the Council, but
<br />if the said budget contains a section or sections releasing taxes, creating a debt -
<br />authorizing the borrowing of money, ur donating any property of the City, the budget
<br />must then be passed under the conditions imposed by the said section.
<br />SFC. 9, RULES OF ORDER BY TFE COM17M.
<br />The rules ofor.der and procedu'r'e of the Council witr tee right of tee body to
<br />suspend the same by an unanimous vote, scall be as follows:
<br />(1) PARTIA.TWTTARY RUT,FS.• Vne proceedings of the Council except as its own
<br />rulos nnay otherwise provide, shall be governed by Reed's Manual of Parliamentary Males,

<br />suspended by the vote of two members.

<br />o*''fieer shall enfor.cci the rules of the Council, preserve order and decorum, appoint
<br />all committees, not otherwise provided for, and discharge; such other duties as apper-
<br />tain to his office.
<br />(3) PRESInE'NTTU nECIPE QUESTIONS OF ORDER-- The president shall_ decide questions
<br />of order and maj►, witr.ow- vacating his chair, give his reason for ?^is e?e;cision.
<br />Frarn any decision of the chair, an appeal may be made to the Council, the question
<br />being, "Shall the. decision of the chair be sustained as the decision of the Couuncil?"
<br />• On such appeal, no debate shall. be allowed, if it refers to a question of decor-Im,
<br />but, if it relates to the priority of business, or to the relev4ncy or applicability
<br />of propositions, tie appeal may be debated.
<br />(4) PRE;SIIErTT TO STATE QITESTIONS OF ORDER AIM TO DECLkW, RESULT OF `TOTES. --
<br />Questions ahll be distinctly put in the following form, namely: "As many as agree that,
