AN ORDINANCE AUTHORIZING THE COUNCIL TO ELECT A CITY MANAGER, PRESCRIBING HIS DUITES <br /> <br />AND FIXING HIS SALARY AND BOND. <br /> <br />BE IT ORDAINED by the Council of the City of Charlottesville that the Council <br /> <br />shall elect on September 1,1922, or as soon after as is practicable for a period of <br /> <br />one year from September 1,1922, a business manager, to be known as City Manager, at <br /> <br />a salary of $4,000 per annum, payable in equal monthly installments. Said City <br /> <br />Manager may be removed from, office by said Council at their discretion. <br /> <br />Subject to the supervision, direction and control of the Council and mayor, <br /> <br />the City Manager shall: <br /> <br />1. See that the laws, ordinances, resolutions and by-laws of the Council are <br /> <br />satisfactorily executed. <br /> <br />2. Make report to the, Council from time to time upon the affairs of the City, <br /> <br />keep the Council fully advised of the City's financial condition and of its future <br /> <br />financial needs. <br /> <br />3. Prepare and submit to the Council a tentative budget for the next fiscal year, <br /> <br />4. He shall execute a bond in the sum of $5,000 in a form to be approved by <br /> <br />the City Attorney, with surety approved by the Mayor. The premium on said bond to <br /> <br />ne paid by the city as heretofora, <br /> <br />5. He shall have full power to employ and discharge city employees, but not <br /> <br />officers or members of tie police force and except as may he otherwise provided by <br /> <br />the City Council. He shall fix the salaries of all persons employed by him whose <br /> <br />yearly compensation is less than $1,500. There the compensation is $1,500 or more <br /> <br />per year it shll be fixed by the Council before such person is employed. <br /> <br />Adopted by the Council September 1, 1922. <br />Ayes: Brown, Joachim, Morris <br /> <br /> <br />Clerk Signature. <br />President Common Council Signature. <br /> <br /> <br />AN ORDINANCE FIXING THE SALARY OF THE CITY ATTORNEY: <br /> <br />BE IT ORDAINED by the Council of the City of Charlottesville, <br /> <br />That the City Attorney receive a salary of $1,200 per annum, payable in <br /> <br />equal monthly installments. <br /> <br />Adopted by the Council September 1, 1922. <br />Ayes: Brown, Joachim, Morris <br /> <br />Clerk Signature. <br />President Common Council Signature. <br /> <br /> <br />AN ORDINANCE TO REPEAL AND REORDAIN CHAPTER 1 OF THE CITY CODE OF 1909 RELATING TO <br /> <br />"THE COUNCIL- ITS POWERS, DUTIES, AND PROCEDURE" AND REPEAL ALL ORDINANCES AND PARTS <br /> <br />OF ORDINANCES INCONSISTANT WITH THIS ORDIANCE. <br /> <br />BE IT ORDAINED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE, That Chapter 1 of <br /> <br />the City Code of 1909 relating to "THE COUNCIL-- It's Powers, Duties and Procedures", <br /> <br />be repealed and also all ordiances or parts of ordiances in conflict herewith be <br /> <br />repealed and said Chapter be reordained so as to read as follows: <br /> <br />Sec 1. THE COUNCIL - TERM AND COMPENSATION. <br /> <br />(a) The Council of the City of Charlottesville shall be composed of three members <br /> <br />to be elected at large from the qualified voters of this City. Their term office <br /> <br />shall be two years, except that all elections to fill vacancies shall be for the <br /> <br />unexpired terms.
