years from date, and at any time thereafter upon one month's notice, published once a

<br />week for two successive weeks, in a newspaper published in Charlottesville, and in a
<br />
<br />newspaper published in New York City, which notice shall set forth the aerial number,
<br />
<br />or numbers, of the said bonds, to be paid, and the time when payment is to be made,
<br />
<br />to bear interest at 5% per annum, payable semi-annually, said interest instalments to
<br />
<br />be evidenced by coupons to said bonds attached, and which said bonds are to be numbered
<br />
<br />as provided in said Ordinance of May,1920, and executed as therein provided, shall be,
<br />
<br />and both, the said $200,000 of bonds for water, and $35,000 for bonds for gas, are
<br />
<br />hereby classified for a period of five years, that is to say, from the 8th day of June,
<br />
<br />1920, the date of said election, until the 8th day of June, 1925, as revenue producing,
<br />
<br />within the terms and meaning of Section 127 (b) of the Constitution of Virginia, and
<br />
<br />for and during said period, that is to say, from the 8th day of June,1920, to the 8th
<br />
<br />day of June,1925, the said $200,000 of bonds for water, and $35,000 of bonds for gas,
<br />
<br />(yet to be issued) , shall not, nor shall either of them, be included in determining
<br />
<br />the limitation of the power of the City of Charlottesville to incur indebtedness; but
<br />
<br />fromand after said 8th day of June,1925, whenever and for so long as the water works
<br />
<br />and system of the City, or the gas plant and system of the City, or either of them,
<br />
<br />fail to produce sufficient revenue, in that said respective specific undertaking, to
<br />
<br />pay costs of operation and administration, (including interest on bonds, issued therefor,
<br />
<br />and costs of insurance against loss by injury to persons or property, and an annual
<br />
<br />amount to be covered into a sinking fund sufficient to pay, at or befure maturity, all
<br />
<br />bonds issued on account of said respective specific undertaking, the said respective
<br />
<br />issues of $200,000 of bonds for water or $35,000 of bonds for gas, or both of them,
<br />
<br />(as the case may be) shall be included in determining the limitation of the power of
<br />
<br />said City to incur indebtedness.

<br />THE EXPENSE OF ENTERTAINING THE _ OF AMERICAN LEGIONARIES:
<br />
<br />Resolved, by th Common Council, the Board of Aldermen concurring,
<br />
<br />That the sum of $750. be and is hereby appropriated to the local post of the
<br />
<br />American Legion to aid in defraying; the expenses of entertaining the convention of
<br />
<br />American Legionaries in this City August 24-25.
