A RESOLUTION APPROPRIATING $57,148.50 TO COVER THE ENPENSES OF THE CITY GOVERNEMENT

<br />FOR THE QUARTER ENDING AUGUST 31, 1922.

<br />BE IT RESLOVED BY THE COMMON COUNCIL, THE BOARD COUNCIL, THE BOARD OF ALDERMEN CONCURRING;
<br />
<br />That the sum of $57,148.50 be and is hereby appropriated to cover the
<br />
<br />expenses of the city government for the quarter ending August 31, 1922, as follows;

<br />AN ORDINANCE CLASSIFYING THE THRITY-FIVE THOUSAND DOLLARS ($35,000) OF GAS BONDS,
<br />
<br />AND TWO HUNDRED THOUSAND ($200,000) OF WATER BONDS OF THE CITY OF CHARLOTTES-
<br />
<br />VILLE, AUTHORIZED AT AN ELECTION HELD IN THE CITY ON THE 8TH DAY OF JUNE, 1920, AND
<br />
<br />YET TO BE ISSUED, AS REVENUE BEARING BONDS OF THE CITY, WITHIN THE TERMS OF SECTION
<br />
<br />127 (B) OF THE OONSTITUTION OF VIRGINIA, AND FIXING A PERIOD UNDER SAID SECTION DURING
<br />
<br />WHICH SAID BONDS SHALL NOT BE INCLUDED IN DETERMINING THE LIMITATION OF THE POWER OF
<br />
<br />THE CITY TO INCUR INDEBTEDNESS.
<br />
<br />WHEREAS, by Ordinance passed by the Common Council of the City of Charlottesville
<br />
<br />on the 4th day of May, 1920 concurred in by the Board of Aldermen of said City on the
<br />
<br />7th day of May,1920, and approved by the Mayor on said 7th day of May, 1920, complying
<br />
<br />with Section 123 of the Constitution of Virginia, and the Statutes in such, cases made
<br />
<br />and provided, it was provided trat an election be held on the 8th day of June 1920,
<br />
<br />at which the qualified voters of the City might vote for and aginst the issue of bonds
<br />
<br />for the several specific purposes and undertakings therein particularly desivnated,
<br />
<br />among them $200,000 to augment and improve the City's water supply, and $35,000 to
<br />
<br />extend and equip the Gas Plant,
<br />
<br />AND WHEREAS, the Corporation Court of the City of Charlottesville, did, on May 8th
<br />
<br />1920, enter an order pursuant to Statutes of Virginia, directing the election officials
<br />
<br />to do those things necessary to subrlit to the qualified voters of the city at an electio
<br />
<br />to be held on June 8th,1920, the question wlether such bonds for water and gas, as well
<br />
<br />as bonds for other purposed designed in said ordinance, should be issued, and directing
<br />
<br />due publicity of such election, said election was duly and legally held on the said
<br />
<br />8th day of ,June,1920, and there was approved, by the qualified voters of the city in
<br />
<br />the manner required by law, the aforesaid issue of $200,000 for water, and $35,00
<br />
<br />for gas, as well as all the other items set forth in said Ordinance and voted upon
<br />
<br />at said election, with the exception of the item of $18,000 for remodeling armory,
<br />
<br />AND WHEREAS, the said Ordinace, approved May 7th, 1920, recites in part, that
<br />
<br />it was deemed necesssary and expediet and to the advantage of the City, that the City
<br />
<br />should negotiatw a loan to extend and improve its revenue producing utilities, to-wit:
<br />
<br />$200,000 to augement and improve the City's water supply;
<br /> 50,000 to extend the sewer system, and
<br /> 35,000 to extend and equip the gas plant,

<br />$285,000 Total,
<br />
<br />but does not in terms exclude the aforesaid sums of $200,000 for water and $35,000
<br />
<br />for gas, or either of them, from the otherwise authorized, indebtedness of sais city,
<br />
<br />under Section 127 (b) of the Constitution of Virginia;
<br />
<br />AND WHEREAS, It was, and is, the purpose to borrow money and issue said bonds
<br />
<br />in said sum of $200,000 for water, and $35,000 for gas under the provisions of class
<br />
<br />(b), Section 127, of the Constitution of Virginia to that said bonds for these said
<br />
<br />specific undertakings shall not be included in the otherwise authorized indebtedness
<br />
<br />of said City, and it has been found necessary to fix the period, under said section
<br />
<br />127 (b) of the Constitution, during which said $200,000 of water bonds, and $35,000
<br />
<br />of gas bonds shall not be included ir determining the limitation of the power of the
<br />
<br />City to incur indebtedness:

<br />BE ITORDAINED, by the Common Council, the Board of Aldermen concurring,
<br />
<br />That the said $200,000 of bonds, yet to be issued for water, and said $35,000
<br />
<br />of bonds et to be issued for gas authorized b the election aforesaid, which said
<br />
<br />bonds are to be payable to the bearer, forty years after date, to contain the option
<br />
<br />on the part of the City to pay the principal thereof at the expiration of twenty (20)
