SEC. 5. POLICE FOULOUGH. The regular police force, who have been members of the <br />force for twelve (12) months shall be allowed an annual furlough of ten days with <br />pay, the time of granting such furlough to be arranged by the Chief of Police in <br />connection with the City Manager, so that the public interests may be subserved. <br />SEC. 6, CHIEF OF i'OLI C.; -- HIS DUTIES. The chief of Police is the chief <br />executive of the police department but he shall always be subject to the orders and <br />regulations of the Mayor, and Council and the' reaulRtions of the City idan,ger when <br />approved by the Council and it shall be his duty to promulgate such orders and re- <br />gulations. He shall be under the control of the iiayor and Council for the purpose <br />of enforcing peace and order, and executing the lows of the State and ordinances of <br />the City and it sliall be the duty of the police force to respect and obey all orders <br />of the chief not in conflict with these rules and regulations. It shall be his duty <br />at all times, day or night, to preserve the public peace; prevent the commission of <br />crimes, and arrest offenders; to protect the rights of persons and of property; to <br />regard the public health; to ieport nuisances in the streets, alleys and other places; <br />to provide proper police force at fires; to protect the firemen and property thereat; <br />to enforce obedience to all ordinances of the Council which are applicable to police <br />or health; to see especially that the rules and regulations of the IJayor are carried <br />into effect; to discharge such other dutie:3 as may be required of him by the Cite <br />ordinances. When charges are filed in his office again;.1t any member of the pollee <br />force, or when he shall be informed of any gross neglect of duty, he shall immediately <br />transmi " the same to the :Mayor, or City idanager, together with the names of the wit- <br />nesses to be subpoenaed, that the charges :nay be investigated by Council, <br />He shall be responsible for the good order of the City, ,:;nd for the general <br />good conduct of the :nen and officers of the police force. It is enjoined on him to <br />pay frequent visits at uncertain hours, to various portions of the City, and thus be <br />able to supervise the conluct of all subordinates. <br />He shall cause to be served all processes directed to him by a Justice ofe, ce <br />and the Civil and Police Justice of the City. <br />SEC. 7. CHI -- REPORTS. A. He shall make a report in writing to the <br />City Ylana, er daily showing the condition of the Police Force the number of times <br />each policeman has been absent and cause of such absence, the condition of the Station <br />House, the number of arrests and the causes of same and the number of ordinance <br />violations reported, also he shall furnish the City I,�anager with a detail report <br />complied by himeilf and the first and second lieutenants, of work of each Policeman, <br />showing marks of merit. or demi rts, and shall be prepared to explf.;in with reference <br />to each mask of demerit that be recorded, and what action has been taken by him with <br />reference to such mark or demerit with the ioli,;eman so d emerited. <br />B. :-e shall report daily to the City Ivla.nager, specifically a s to his visits <br />to the various sections of the City, the different beats he has personally inspected <br />both night and day, with such recommedations as will be benficinl to the service. <br />C. He shall collect all fines and make each day an itemized statement and <br />settlement of the same with the Treasurer and return his report thereof to the City <br />Manager. <br />D. A daily report to the City Manager shotiing the name of person, the offense <br />With which he or she is charged, the officer by whom arrested and the magistrator be- <br />fore whom tried, the pent lty give, both fines and jaul sentences, also the decription <br />of each person applying at the Station for lodging. <br />Forms for the above reports are to be prepared and furnished by the City <br />Manager. <br />SEC. 8, FURNISH INF OIiIr'IATION '20 AND CO-OPERATE 'NI TH CITY I,1ANAGER. It Ehall be <br />the duty of the Chief of Police forthwith to communicate to the City Manager any in- <br />formation from the daily reports of patrolman or others in regard to Streets, lights, <br />and other interest which will be of use to the ::ity Manager in the prosecution of his <br />Office, <br />ghd it shall ue the duty of the police department to respond to the till of the <br />City Manager for any service in the prosection of his ministerial duties. <br />SEC. 9. . HIEF Ile shall keep records lahowing the name of every officer <br />and man connected with the Poli ce Force, the district in which stationed from day to d,..y, <br />the place of residence, the date of appointment and time of removal, and the happening <br />Of any vacancies, also reports of officers under his command. <br />SEC. 10. HIS ABSENCE OR SIC -KNESSe The chief of Police shall not leave the ;iyy <br />he shall fii-st redeive permission to do so from the Idayor, ,''hen such permission is granted <br />or in case if his sickness, he shall notify the first lieutenant, so he r7ay be prepared to <br />take charge of the force. This rule shall not apply when it may become nec(�S,-. y to <br />leave the City hurriedly on business directly connected with the Police Department. In <br />the ab: 'ence of the Chief the First Lieutenant shall act as Chief and the second Lieutenant <br />shall act as ]first Lieutenant, and a patrolman designated by the Chief sLi:L11 act as <br />Second Lieutenant, etc. In the absence of both chief and the Lieutenants the ;Mayor shall <br />designate the Proper of Cicers who shall discharge the duties of said chief. <br />azu. 11. CHI., -- OTHER DUTIES. In adddtbon to his other duties, he shall attend <br />all meetings of the Council, an,,,. act as sergetint- at - arms and door -keeper, and when <br />"'A,fied by the Clerk of the Council, he shall ive notice to each member of the Council <br />Of the meetings of the same. He shall a lso have control of the Council Chamber and keep <br />its keys, have same lighted and heated in due season for all meetings of the Council. <br />
