PROVIDING B PENAL'T'Y FOR THE VIOLATION OF PROVISIONS 'THEREOF. Be it ordained b;T the Council of the City of Charlottesville, as follows; 'LUTA2 I G & DRAINAGE. The Plumbing and drainage of all buildillgsboth public and private, shall be performed in accordance with the rules and specifications of the Department of Public Welfare. REGISTRATION OF PL"J14BER. Every person engaged or about to engage in the plumbing business in the City of Charlottesville as a master or journeyman Plumber, or any person coming from other places for t11e purpose of engaging in the plumbing business in the City of Charlo tt(�sville a s a master or journeyman plumber snail appear in person before the Examining Board and receive a certificate of registry upon satisfactory proof that he is a master, a practical journeyman plumber; and no person other than a registrei plumber shall be allowed to engage in plumbing or make any connections wittl sewer, drains, soil, waste or water pipe or any ether pipe connected therewith. Said applicants shall not only be sdb ject to and conform to all and singular, the laws, rules and regulations and penalties which now exist, or may be hereafter passed by the Council, but shall enter into a bond with security satisfabtory to the City lAanager in a penalty of $500.00, to indemnify and save harmless the City and it's Citizens from all accidents, damages, and losses which said City or it's Citizens may sustain by reason of his fai lure to comply with it' s laws, rules and regulations, vvhi ch are now and may hereafter be passed by the Council or from neglect or ctirelessness in his work; such bond shall be renewed annually and put into the hands of the City auditor, on or before the first day of may of each year. The Examining Board shall consist of City Manager, plumbing Inspector, One Master Plumber and one Journeyman Plumber. These last two shall be elected by the City Council. The Journeyman Plumber to be elected, first, for a period of one year and the blaster Plumber for two years; thereAfter their terms of Office will be two ,years? Upon satisfactory proof that the certificate of registration of a P;Saster or Journeyman plumber was obtained throuE;h fraud or error and the recipient thereof is shown to be dishonest, grossly incompetent or repeatedly neglectful lectful of the rules and regulation or any feature thereof or failes to comply with the ordinances of the City, the City IJAanager may revoke the certificate of registration. An appeal from his decision may be made to the Council. Every I.laster or Journeyman 1'lumbor shall make good any damages arising by reason of violation of any law, ordinance, rule or regulation concerning plumbing- work improperly done, if not corrected after 48 hours notice by .the City lAa,nager, maybe attended by the order of .,he City t�ianager and the cost thereof and twenty per cent additi°nal collected from said plumber or journeyman, such violation shall subject him to a fine or I
