Fences. <br />No fence over four(4) feet in height shall hereafter be erected on or between the fr <br />ont <br />yard of residences unless it be of a nature that does not obstuct the view from either side. <br />Sec. 78. Duties of enforcing officers. <br />The City Manager or other official designated by him, is hereby authorized and 640er <br />ed <br />let. To enforce all ordinances relating to the construction, equipment and conditdan of <br />all property within the City corporate limits. <br />2nd. To inspect the construction or reconstruction of all buildings. <br />Sec. 80, Auto repair shops and public garages, <br />(a) Within the fire limits of the City no future auto repair shop or public garage <br />shall be located in a frame building. <br />(b) All electrical wiring used in or about future buildings for such shops or garages, <br />whether within or without the fire limits must be inclosed in conduit in accordance with the <br />requirements of the City Electrical Code. <br />(e) No building, either within or without the fire limits shall be used for an auto <br />repair shop or public garage, where the second stony is occupied for residential purpose$. <br />(d) Any building used for the purpose,,_ specified without the fire limits must be <br />supported by ample masonry foundations and the floor of such building must be composed <br />of non-combustible material. <br />(e) No frame building used for either of the purposes specified shall connect with <br />another frame building, or be located within a distance of 40 feet from any other frame building. <br />(f) No auto repair shop or public garage shall be maintained or onducted without <br />a license therefor h wing been first obtained from the Commissioner of the Revenue of the City <br />of Charlottesville, and no such license shall be granted except on a certificate from the <br />City Manager thall all the conditions of this section, except .he obtaining of such license, <br />have been complied with by the applicant, but in the event of the refusal of such certificate <br />bythe city Manager, the applicant shall have the right of appeal to the City Council from such <br />refusal. <br />SEC. 81. Penalties. <br />Every violation of any of the foregoing sections of this chapter shall be punished <br />by a fine of not less than ten dollars, nor more than two hundred dollars for each offense and t <br />owner of the property on which any work has been done or material has been furnished, or used <br />in cjnflict with the provisions of this ordinance, may after due notice, be required b.%, the Polic <br />Justice of the City to cause such work and material to be removed from the building or <br />structure, and from such order requiring such conformity or removal, and appeal shall lie for <br />each party to the Corporation Court, <br />SEC. 82. Condemnation of buildings and stru,:tures in dangerous condition. <br />Whenever the City Manager shall be informed that any building or other structure ig <br />the city is in such condition as to endanger the lives of the occupants or of persons pas"119 <br />the vicinity thereof, or to endanger other property adjacent thereto, he shall immedi8,tely <br />notify the Building Inppector, who shall forthwith proceed to make an examination of such.buil0v' <br />oro structure, and rport to the City Manager his opinion of the same, <br />liki <br />The Engineer shall also, withou. waiting for notification of the City Manager+ make a <br />examination whehever so requested by any citizen. <br />If the Engineer shall believe, after said examination, that such building or structure <br />is in such a condition or situation as to 6ndan er the lives of persons, or to endanger property <br />8 p • <br />adjacent thereto, he shall forthwith so report to the City Manager. <br />DdanBger sill <br />On receipt of such report declaring the existence of such danger, the City <br />issue a summons to the owner of tele property, or his agent if he be a non-residelit, or to his <br />
