On the South side of Water Street, on Third Street East between Nater Street and Markmt Street, and on Market Street West of Seventh Street. Every person convicted of violation of this ordinance shall for the first conviction thereon be punished by a fine of not less than $2.50; for a second such conviction within one year such person 1h4l)_ be punished by a fine not less than $5.00. Upon a third or subsequent conviction within one year such person shall be punished by a fine of not less than $10.00.
