<br />Sec. 342. Waterworks -reservoirs, etc. -injuries to
<br />penalty.
<br />If any person shall deface or injure any house, wall, cock,
<br />wheel, fire hydrant, or other fixtures connected with or pertain-
<br />ing to the water works, or shall bathe in the reservoirs, or de-
<br />posit any offensive matter, or any stick, mud, or rubbish in said
<br />reservoirs, or place the carcass of any animal or other deleterious
<br />substance on the watersheds or in any stream of said reservoirs,
<br />or shall without lawful authority, climb over or get through the
<br />enclosures of, hunt or fish in said reservoirs, or place any build-
<br />ing material, rubbish or other matter upon the stopcock of a
<br />' street main or service pipe, or obstruct access to any fixture con-
<br />nected with the water works, or remove or injure any pipe, fire
<br />hydrant, or cock, or open any of them so as to waste water; or
<br />if any person shall use the City water for a purpose for which
<br />he has neither paid nor obtained a license to use it, every such
<br />person shall for each offense pay a fine of not less than $5.00 nor
<br />more than $100.00.
<br />Sec. 343. Steam boilers -use of City water.
<br />' Steam boilers, taking a supply of water directly from the serv-
<br />ice pipe, depending upon the hydraulic or hydrostatic pressure
<br />in the pipe system in the water works for supplying such boilers
<br />under pressure, are required to have tanks erected that will con-
<br />tain an ample supply of water for supplying such boiler or boil-
<br />ers for at least ten hours, in case the water is cut off for neces-
<br />sary repairs or extentions, as the City will not be responsible for
<br />any accidents or damages to which such devices are frequently
<br />subject.
<br />Sec. 344. Meter rates for water.
<br />Water rates shall be as follows:
<br />Domestic Rates, minimum charge per month or fractional part
<br />thereof, $1.00.
<br />Per 1000 cu. ft.
<br />First 1000 cu. ft . ................................$2.62
<br />Next 1000 cu. ft. to 2000 cu. ft . .................... 2.25

<br />Sec. 346. Pipe lines laid by property owners must be
<br />approved before City will furnish water through
<br />them -maintenance of said pipe lines -City to
<br />have right to connect other water users with such
<br />lines free of cost to the city or users.
<br />Before the City furnishes water through pipe lines laid by
<br />property owners, said private lines including the size, location
<br />and construction must have been inspected and approved by the
<br />City Manager or his authorized representative. Whenever the
<br />City furnishes water through any privately laid pipe lines, the
<br />City shall maintain such lines so long as it furnishes water
<br />through them. In consideration of such maintenance the City
<br />shall have the right to connect with and furnish water to such ad-
<br />ditional consumers through said lines as the City may determine,
<br />without any charge being made by the owners of said lines to
<br />the City or to the owners of any property connected therewith.
<br />Sec. 347. Water -obstruction of meters.
<br />No person shall in any manner obstruct the free access to any
<br />water meter. Any person violating this section shall be punished
<br />by a fine of not less than $1.00 nor more than $5.00 for each of-
<br />f ense.
<br />Sec. 348. Water -how furnished to non -residents -
<br />taps on raw water line.
<br />No city water shall be furnished to any person outside of the
<br />city limits other than those now being supplied or to those within
<br />300 feet of the present main, unless the same shall be authorized
<br />by the votes of three-fourths of the Council. No taps shall be
<br />made on the raw water line for consumers.
<br />Sec. 349. Violations of provisions of this chapter; pen-
<br />alties.
<br />Any person or persons who shall violate or fail to comply with
<br />any of the foregoing rules or regulations of this chapter shall
<br />upon conviction be fined not less than $5.00 nor more than $25.00
<br />for each offense unless otherwise expressly provided.

<br />CHAPTER XXVIII.
<br />GAS.
<br />Sec. 350. Gas -application for -how made.
<br />Whenever any person, firm or corporation occupying property
<br />along the line of any gas main, shall desire said property to be
<br />supplied with gas, he shall make written application therefor, to
<br />the City Collector on form prescribed by him and approved by
<br />the City Manager. Such application shall be accompanied by
<br />the deposit required in section 352 of this chapter, and shall set
<br />forth the name of the applicant and location and description of
<br />the property to be served. No additional gas connections outside
<br />the corporation shall be made without special permission of the
<br />Council.
<br />Sec. 351. Gas rate.
<br />The Gas Rate shall be as follows:
<br />Minimum Charge $1.00 per month, or fractional part thereof.
<br />First 5 M cu. ft .........................$1.35 per M cu. ft.
<br />Next 5 M cu. ft . ........................ 1.25 per M cu. ft.
<br />Next 20 M cu. ft . .................... 1.15 per M cu. it.
<br />Next 70 M cu. ft ........................ 1.00 per M cu. ft.
<br />All over 100 M cu. ft . ................... .90 per M cu. ft.
<br />All Prepayment Meters .................. 1.35 per M cu. ft.
<br />Sec. 352. Deposit by gas consumers -when gas bills
<br />are payable -service charge for gas connection.
<br />1. Deposit: Any person, firm or corporation which shall here-
<br />after begin the use of City gas, shall before connection is made
<br />and meter placed make a deposit according to the following sched-
<br />ule:
<br />A consumer operating a hotel, restaurant, eating house, hot dog
<br />stand or similar business, catering to transients, $25.00; a con-
<br />sumer operating a boarding house accommodating more than ten
<br />boarders, $10.00; all other consumers, $5.00, except in cases
<br />where prepay meters are used the deposit shall be $2.50.
<br />Said deposit or any part thereof, may, at the option of the City,

<br />If any water meter shall fail to register, the charge shall be
<br />estimated from the readings for the three preceding months.
<br />Water rates for every consumer using water solely for domes-
<br />tic uses for himself and family and not exceeding two roomers
<br />or boarders shall be payable quarterly in advance.
<br />Water rates for all other consumers shall be payable monthly
<br />in advance.
<br />This section shall not apply to special contracts for the use of
<br />water authorized by the Council.
<br />Sec. 345. Water consumers.
<br />For the purpose of supplying City water each premises shall
<br />be placed in one or more of the following classes:
<br />1st. A building under one roof and occupied as one residence,
<br />business or manufacture.
<br />2nd. A combination of buildings in one common indosure and
<br />occupied by one family, business or manufacture.
<br />3rd. Every division of a double or tenement house having a
<br />partition wall and using separate hall or entrance.
<br />4th. A building of one or more apartments using in common
<br />one hall or entrance.
<br />5th A building of one or more apartments or offices or both,
<br />using in common one hall or entrance.
<br />6th. A vacant lot or tract of land.
<br />The owner of premises within each such class shall constitute
<br />a water consumer for which a minimum charge will be made.
<br />One connection and one meter will be allowed for one consumer
<br />as described above and only one water consumer can be supplied
<br />through one connection or meter.
