								    1. To put in new system of street lighting in all areas of the City except that covered 
<br />in Section 3, below, and replace present are lamps with modern lighting fixtures and to light 
<br />the same for a period of ten years in accordance with contract submitted at the time of the 
<br />adoption of this ordinance, and, if the City so desire, to sell the said street lighting fixtures 
<br />to the City at any time during said ten year period at its actual cost less depreciation of 
<br />10% per year; 
<br />2. To make a new ten year contract with the City in the form presented at the time of the 
<br />adoption of this ordinance, covering the City's water pumping requirements at a rate of 1.85 cents 
<br />per kilowatt hour. 
<br />3. To install a modern system of street lighting extending on both sides of Main Street from 
<br />the top of Vinegar Hill to the Chesapeake and Ohio Station, consisting of approximately fifty (50) 
<br />steel posts, and transfer the same to the city including necessary circuits and fixtures for their 
<br />operation; and to remove the existing poles in the above area except at street corners and arrange 
<br />service wires in that area on Main Street so as to reduce to a minimum the service wires in that 
<br />portion of Main Street. 
<br />4. To pay to the City of Charlottesville the sum of $1.75 per pole per year for all poles 
<br />owned or used by the said Company, or its successors, excepting poles owned by the City, which may 
<br />during any year, or part thereof, beginning with and including the year 1934, have been or be main- 
<br />tained in the streets of the City of Charlottesville, provided that any replacement shall not invblve 
<br />an additional payment for the year of such replacement. 
<br />All of which as set out in 1, 2, 3 and 4 above, shall be in satisfaction of obligations of 
<br />monetary payment by said company for any amount due or to become due under said ordinance, and said 
<br />ordinance is accordingly so amended. 
<br />Since the method of computing the amount, if any which may be due the city for the past is not 
<br />provided for in the aforesaid ordinance and the information necessary to arrive at a proper computation 
<br />would be expensive, involving legal services, court costs, engineering and accounting charges; and 
<br />since the Council of the City of Charlottesville is of the opinion that the foregoing undertakings 
<br />of the Virginia Public Service Company when considered in connection with said expense, is equal to 
<br />the claim which the City has heretofore made or may hereafter become due for accruals under said 
<br />ordinance, the said City hereby accepts this agreement and a contract embodying the terms of this 
<br />ordinance, and the other contracts herein mentioned, having been executed under date of February 25th, 
<br />1935, b77 the Virginia Public Service Comrany, by its duly qualified officers and under its corporate 
<br />seal, the Mayor or Vice -Mayor is authorized under seal of the City, attested by the Clerk of this 
<br />Council, to execute said contracts on behalf of the City. 
<br />Be it further ordained that all ordinances, or parts of ordinances, in conflict with any of the 
<br />provisions of this ordinance, be and the same are hereby repealed, and this ordinance shall be in 
<br />full force and effect from the date of its passage.

<br />AN ORDINANCE A1,!1ENDING AND REHIACTING SECTION 91 OF THE CITY CODE OF 1932, ENTITLED "COMMISSIONER 
<br />OF REVENUE - ASSESSITMT OF LICENSE TAXES - ISSUANCE OF 
<br />LICENSES - PENALTY". 
<br />BE IT ORDINANED by the Council of the City of Charlottesville that Section 91 of the City 
<br />Code of 1932, be amended and re-enacted so as to read as follows 
<br />SEC. 91 Commissioner of Revenue - Assessment of License Taxes - Issuance of Licenses - 
<br />Penalty. 
<br />It shall be the duty of the Commissioner of Revenue to assess the taxes on licenses, 
<br />and to mssue license to carry on or practice any business, trade or profession for which a 
<br />license is required. In assessing the taxes on and issuing licenses, he shall be guided by
