That the Finance Committee of the City be and is hereby given <br />absolute power <br />to act on behalf of the City in selling at par or more the whole of said bond issue or any <br />part thereof. <br />V. That the proceeds of this entire issue of said bonds shall <br />be used exclusively <br />to extending, expanding and otherwise improving the sewer, water gas <br />'and street systems <br />of said City and the entire proceeds of the sale of One Hundred Fifty <br />Thousand ($150,000.00) <br />Dollars of said Bonds shall be placed to the credit of the Treasurer <br />of the City of <br />Charlottesville who shall disburse the same upon proper warrants for <br />the puriloses aforesaid <br />as follows: Sewer System, $70,000.00; Water System, $30,000.00; Gas <br />System, $•15,000.00; <br />Street System, $35,000.00. <br />VI. That so long as the said bonds or any of them shall remain <br />outstanding and <br />unpaid, there shall annually be levied on all taxable property of the <br />City a tax sufficient <br />to provide for the payment of the principal and interest as the same <br />respectively become <br />due and payable. <br />VII.
