1 <br />1 <br />r_1 <br />243 <br />(3) Twenty-five miles an hour in a residential district as defined in this act, or <br />(4) Such speed as shall be fixed by the State Highway Commission or the Council of <br />the City of Charlottesville, for congested areas or curves, right angle turns or other <br />dangerous points on the highways, when such areas or points are clearly indicated by <br />markers or signs, or <br />(5) Drive anywhere else upon a highway in this State any school bus carrying school <br />children to or from school at a speed in excess of thirty-five miles per hour, or any other <br />passanger carrying bus at a speed in excess of fifty miles per hour or any passenger motor <br />vehicle or motorcycle at a speed in excess of fifty-five miles per hour, or any other motor <br />vehicle, including trucks, at a speed in excess of forty-five miles per hour, shall be <br />guilty of a misdemeanor, and upon conviction shall be punished in accordance with the <br />provisions of Section 489 (62), <br />(c) Reckless driving within the meaning of this section shall be deemed to include <br />the following offenses, which are expressly prohibited: <br />(1) Driving a vehicle when not under complete control, or with inadequate or improp- <br />erly adjusted brakes. <br />(2) Driving to the left of the center of the street, except upon one way streets. <br />(3) Passing or attempting to pass two other vehicles abreast, moving in the same <br />direction. <br />(J+) Violating the provisions of the right of way laws, as set out in sub -section <br />nineteen hereof. <br />(5) Failure to give adequate and timely signals of intention to turn or partly turn, <br />slow down or stop. <br />(6) Exceeding a reasonable speed under the circumstances and traffic conditions <br />obtaining at the time. <br />(7) Passing other vehicles going in the same direction while crossing an inter- <br />section or while pedestrians are passing or about to pass in front of either of such <br />vehicles. <br />(8) Driving a vehicle out of an alley, lane, or building or across a sidewalk into <br />a street, without first bringing such vehicle to a speed of five miles per hour. <br />(9) baking a left turn without passing the right of the center point of the inter- <br />section, unless otherwise marked or indicated, and without first signaling his intention <br />so to turn. <br />(10) Making a right turn without keeping close to the curb, and without first <br />signaling his intention to to turn. <br />This ordinance shall be in full force and effect from the date of its passage, and all <br />ordinances, or parts of ordinances in conflict herewith are hereby repealed. <br />Adopted by the Council February 5, 1940. <br />Ayes: Mr. Gleason, Dr. Haden, Mr. Huff, <br />Mr. Jessup, and Mr. Peyton. <br />Noes: None. 111:7 <br />Pres <br />AN ORDINANCE AMENDING AND REENACTING SUBSECTION(c) OF <br />SECTION 489 (74) OF THE CITY CODE OF 1932, ENTITLED "REGISTRATION <br />OF DRIVERS OF VEHICLES OPERATED FOR HIRE". <br />BE IT ORDAINED by the Council of the City of Charlottesville that Sub -section (c) of <br />Section /+89 (74) of the Code of the City of Charlottesville, relating to registration of <br />drivers of vehicles operated for hire be and the same is amended and re-enacted so as to <br />read as follows: <br />' <br />489 (74) (c) No person <br />ville until -he has been <br />shall drive a motor vehicle for hire in the City of Charlottes- <br />registered by the Chief of Police. No person under the age of <br />sixteen years shall be <br />registered. No such registration shall be granted until the <br />applicant has shown to <br />the satisfaction of the Chief of Police his good moral character, <br />his ability to operate <br />such vehicle, and knowledge of traffic .ordinances and regula- <br />tions of the City. Any <br />registration heretofore or hereafter granted may be revoked for <br />any cause which would have been grounds for refusal of such registration whether such <br />cause arose before or after <br />the granting of such registration. Registration fee of <br />$3.00 shall be required <br />and such fees together with two photographs, post -card size, <br />of such applicant shall <br />accompany each application. Annual registration on or before <br />May lst is required but <br />where a driver registers each such successive year the fee of <br />$3.00 shall be charged <br />only for the original registration. The registration card with <br />a photograph attached shall <br />be conspicuously posted in the vehicle operated by such driver. <br />This ordinance shall be <br />in full force and effect from the date of its passage, and all <br />ordinances, or parts of ordinances in conflict herewith are hereby repealed. <br />
