1 1 r_1 243 (3) Twenty-five miles an hour in a residential district as defined in this act, or (4) Such speed as shall be fixed by the State Highway Commission or the Council of the City of Charlottesville, for congested areas or curves, right angle turns or other dangerous points on the highways, when such areas or points are clearly indicated by markers or signs, or (5) Drive anywhere else upon a highway in this State any school bus carrying school children to or from school at a speed in excess of thirty-five miles per hour, or any other passanger carrying bus at a speed in excess of fifty miles per hour or any passenger motor vehicle or motorcycle at a speed in excess of fifty-five miles per hour, or any other motor vehicle, including trucks, at a speed in excess of forty-five miles per hour, shall be guilty of a misdemeanor, and upon conviction shall be punished in accordance with the provisions of Section 489 (62), (c) Reckless driving within the meaning of this section shall be deemed to include the following offenses, which are expressly prohibited: (1) Driving a vehicle when not under complete control, or with inadequate or improp- erly adjusted brakes. (2) Driving to the left of the center of the street, except upon one way streets. (3) Passing or attempting to pass two other vehicles abreast, moving in the same direction. (J+) Violating the provisions of the right of way laws, as set out in sub -section nineteen hereof. (5) Failure to give adequate and timely signals of intention to turn or partly turn, slow down or stop. (6) Exceeding a reasonable speed under the circumstances and traffic conditions obtaining at the time. (7) Passing other vehicles going in the same direction while crossing an inter- section or while pedestrians are passing or about to pass in front of either of such vehicles. (8) Driving a vehicle out of an alley, lane, or building or across a sidewalk into a street, without first bringing such vehicle to a speed of five miles per hour. (9) baking a left turn without passing the right of the center point of the inter- section, unless otherwise marked or indicated, and without first signaling his intention so to turn. (10) Making a right turn without keeping close to the curb, and without first signaling his intention to to turn. This ordinance shall be in full force and effect from the date of its passage, and all ordinances, or parts of ordinances in conflict herewith are hereby repealed. Noes: None. 111:7 Pres AN ORDINANCE AMENDING AND REENACTING SUBSECTION(c) OF SECTION 489 (74) OF THE CITY CODE OF 1932, ENTITLED "REGISTRATION OF DRIVERS OF VEHICLES OPERATED FOR HIRE". BE IT ORDAINED by the Council of the City of Charlottesville that Sub -section (c) of Section /+89 (74) of the Code of the City of Charlottesville, relating to registration of drivers of vehicles operated for hire be and the same is amended and re-enacted so as to read as follows: ' 489 (74) (c) No person ville until -he has been shall drive a motor vehicle for hire in the City of Charlottes- registered by the Chief of Police. No person under the age of sixteen years shall be registered. No such registration shall be granted until the applicant has shown to the satisfaction of the Chief of Police his good moral character, his ability to operate such vehicle, and knowledge of traffic .ordinances and regula- tions of the City. Any registration heretofore or hereafter granted may be revoked for any cause which would have been grounds for refusal of such registration whether such cause arose before or after the granting of such registration. Registration fee of $3.00 shall be required and such fees together with two photographs, post -card size, of such applicant shall accompany each application. Annual registration on or before May lst is required but where a driver registers each such successive year the fee of $3.00 shall be charged only for the original registration. The registration card with a photograph attached shall be conspicuously posted in the vehicle operated by such driver. This ordinance shall be in full force and effect from the date of its passage, and all ordinances, or parts of ordinances in conflict herewith are hereby repealed.
