<br />AN ORDINANCE AMENDING SECTION 14 OF THE LICENSE TAX ORDINANCE
<br />OF THE CITY OF CHARLOTTESVILLE FOR THE YEAR 1944•
<br />BE IT ORDAINED by the Council of the City of Charlottesville that Section 14
<br />of the ordinance entitled "AN ORDINANCE FOR ILPOSING AND COLLECTING LICENSES AND
<br />TAXES FOR THE EXERCISE OF CERTAIN PRIVILEGES WITHIN THE CITY OF CHARLOTTESVILLE
<br />FOR TWELVE MONTHS CO.IMENCING THE FIRST DAY OF MAY, 1944, AND ENDING THE THIRTIETH
<br />DAY OF APRIL, 194511, be and the same is hereby amended and reenacted so as to read
<br />as follows:
<br />SEC. 14 Attorneys, Physicians, Dentists, Architects, Civil Engineers,
<br />Surveyors, Tree Surgeons, Opticians, Oculists, Veterinary
<br />Surgeons, Public Accountants, Chiropodists and Chiropractors, Etc.
<br />The specific license tax on every resident or non-resident attorney-at-
<br />law, physician, dentist, architect, civil, mechanical, or electrical engineer,
<br />municipal consultant, surveyor, tree surgeon, optician, oculist, veterinary
<br />surgeon, osteopath, chiropractor, chiropodist, poropathy, manipulative surgeon
<br />or other practioner of the art of healing and public accountants having an
<br />office or carrying on business or practicing their art or profe:'sion in this
<br />cit; shall be twenty-five dollars ($25), and in addition thereto 1/2 of 1% (one-
<br />half of one percentum) of the gross receipts, fees or commissions for the pre-
<br />ceding license year in excess of $2,500.00. The gross receipts of any firm
<br />shall, for the purpose of this section, be considered equally divided among the
<br />members and associates of said firm required to secure licenses hereunder.
<br />All persons who for compensation shall furnish plans and specifications
<br />for the erection or improvements of buildings shall be deemed architects, and
<br />all persons who examine or measure the eyes for the purpose of fitting optical
<br />glasses to them shall be deemed opticians within the meaning of this section.
<br />No such license shall be issued for less than twenty-five dollars ($25.).
<br />Licenses under this section are not transferable.
<br />All ordinances or parts of ordinances in conflict herewith are hereby repealed.

<br />AN ORDINANCE A=1DING THE CITY CODE OF 1932 BY ADDING THERETO A NEW
<br />CHAPTER NULBERED CHAPTER XLI (a), CONSISTING OF FIVE SECTIONS, NUMBERED
<br />497 (1) to 497 (5), INCLUSIVE, ESTABLISHING A PLANNING COMMISSION AND
<br />PRESCRIBING THE PERSONNEL, POWERS AND DUTIES THEREOF.
<br />BE IT ORDAINED by the Council of the City of Charlottesville that the City Code
<br />of 1932 be amended by adding a new chapter thereto designated as Chapter XLI (a),
<br />consisting of five sections, numbered 497 (1) to .4.97 (5) inclusive, which shall read
<br />as follows:
<br />SECTION 497 (1). City Planning Commission Established.
<br />There is hereby created and established, pursuant to Chapter Sg of the
<br />Acts of General Assembly of 1934, a planning commission for the City of
<br />Charlottesville, which shall be known as the City Planning Commission.
<br />SECTION 497 (2). Personnel and Terms.
<br />Said Commission shall consist of seven members, all of whom shall be
<br />appointed by the Mayor and shall serve without compensation. One of said members
<br />shall be a member of the Council and one of said members shall be either the
<br />City Manager or the City Engineer, as the Mayor shall designate. The remaining
<br />members shall be qualified voters of the City who hold no other municipal office.
<br />All members of the board shall be ai)pointed for a term of four years except the
<br />member from the Council and the City 11anager or the City Engineer, as the case
<br />may be, whose terms as members of the Commission shall correspond to their
<br />respective official tenures; provided, however, that the term of office of the
<br />first appointees to the Commission shall expire on August 31, 1945•
<br />Vacancies occurring otherwise than through the expiration of the term of
<br />a member shall be filled by appointment by the Mayor for the unexpired term.
<br />SECTION 497 (3). Organization.
<br />As soon as practicable after this ordinance becomes effective the members
<br />of the Commission shall meet and shall elect from their number a chairman and
<br />vice-chairman, who shall serve as such for a term of one year and shall be eligible
<br />for re-election. They shall also select a Secretary who need not be a member of
<br />the Commission, but shall serve without compensation unless and until payment or
<br />compensation shall have been expressly authorized by the Council.
