<br />plate shall remain attached to the bicycle for which it was issued
<br />during the period such bicycle is operated within the city. The
<br />chief of police shall keep a permanent register in which shall be en-
<br />tered the name, address and age of the owner of each registered bi-
<br />cycle, the date of registration and sufficient information to identify
<br />such bicycle. (Id.)
<br />Sec. 3. Transfer of ownership.
<br />It shall be unlawful for any person to sell or transfer ownership
<br />of, any bicycle without reporting to the chief of police within
<br />forty-eight hours from the time thereof full, complete information
<br />relative to such transfer, so that such bicycle maybe registered in
<br />the name of the transferee. The purchaser or transferee of any
<br />such bicycle shall apply for a transfer of registration therefor
<br />within five days from the time the same is acquired by him. (Id.)
<br />Sec. 4. Reports by dealers in secondhand bicycles.
<br />It shall be unlawful for any person engaged in the business of
<br />buying secondhand bicycles, or any parts of secondhand bicycles,
<br />to fail to report to the chief of police of the city within forty-eight
<br />hours after acquiring any secondhand bicycle, or parts thereof,
<br />such report to include the registration number of such bicycle, a
<br />description of each bicycle acquired, the frame number thereof, to-
<br />gether with the name and address of the person from whom the
<br />same was acquired. In case of the purchase of any parts of a bi-
<br />cycle, the report shall describe each part and give the name and
<br />address of the person from whom the same was acquired. (Id.)
<br />Sec. 5. Removal, destruction or alteration of registration
<br />number, plate or card.
<br />It shall be unlawful for any person wilfully or maliciously to
<br />remove, destroy, mutilate or alter the number of any bicycle frame
<br />registered pursuant to this chapter. It shall also be unlawful for
<br />any person wilfully or maliciously to remove, destroy, mutilate or
<br />alter any registration plate or registration card issued pursuant to
<br />the provisions of this chapter during the time in which the bicycle

<br />Sec. 1. Registrar of vital statistics; powers and duties;
<br />salary in lieu of fees.
<br />The health officer shall be the local registrar of vital statistics for
<br />the city. He, or his authorized representative, shall supply forms,
<br />issue permits, require proper certificates and keep records as may
<br />now or hereafter be provided by state law, and shall perform such
<br />other duties as are or may hereafter be prescribed by the state law
<br />or by the council.
<br />The salary paid to the registrar as health officer shall be in lieu
<br />of all fees provided by state law. (Code 1932, §§ 418, 428.)

<br />Sec. 2. Physicians and midwives to register.
<br />It shall be the duty of all physicians and midwives practicing in
<br />the city to register their names with the local registrar. (Id.,
<br />§ 425.)

<br />Provided, however, that nothing in this chapter shall prohibit the
<br />chief of police from stamping a number on the frame of a bicycle
<br />on which no serial number can be found or on which such number
<br />is illegible or insufficient for identification purposes. (Id.)
<br />Sec. 6. Fee for registration; transferring registration;
<br />loss of plates or cards.
<br />The registration fee to be paid for each bicycle registered shall
<br />be twenty-five cents. Once a bicycle has been registered in a given
<br />name, the registration thereof may be transferred from one owner
<br />to another, without the payment of an additional fee. The fee
<br />above required shall cover all charges incident to registration, issu-
<br />ance of registration plates and cards. In the event of the loss of a
<br />registration plate or card a duplicate may be issued at the cost of
<br />twenty-five cents. All fees collected shall be turned over to the
<br />director of finance, who shall pay the same into the city treasury.

<br />Sec. 7. Penalties.
<br />Every person convicted of the violation of any section of this
<br />chapter shall, upon the first conviction thereof, be fined not less
<br />than one dollar nor more than five dollars, and upon any subsequent
<br />conviction thereof, not less than one dollar nor more than twenty-
<br />five dollars, or in lieu of such fine, or in case such fine is not paid,
<br />or in addition to such fine, the court may require that any bicycle
<br />operated by the owner or other person lawfully in control thereof,
<br />in violation of the provisions of this chapter, be removed from the
<br />streets of the city and that the person. operating the same in viola-
<br />tion of this chapter shall not be permitted to operate such bicycle
<br />on the streets of this city for a period not exceeding thirty days,
<br />in the discretion of the trial judge. (Id.)

<br />Sec. 3. Report of births.
<br />Every practicing physician or midwife in the city, under whose
<br />charge or superintendence a birth shall hereafter take place, shall
<br />file with the local registrar a certificate of birth as required by the
<br />state law. In case the birth of any child shall occur without the
<br />attendance of a physician or midwife, or should no other person
<br />be in attendance upon the mother immediately thereafter, it shall
<br />become the duty of the parent of such child to report its birth to
<br />the local registrar within ten days after the birth and it shall be
<br />the duty of the local registrar to secure the necessary information
<br />and signature to make a proper certificate of birth. Any person
<br />who shall fail to comply with the provisions of this section shall
<br />be subject to a fine of not less than one dollar nor more than ten
<br />dollars for each offense. (Id., § 426.)

<br />Sec. 4. Stillbirths reported as births and deaths.
<br />Stillborn children or those dead at birth shall be registered as
<br />births and also as deaths and a certificate of both birth and death
<br />shall be filed with the local registrar. (Id., § 424.)

<br />Sec. 5. Death certificates.
<br />Whenever any person shall die within the city limits, it shall
<br />be the duty of the physician who attended such person during his
<br />last sickness, or of the coroner, when the case comes under his
<br />notice, to furnish, within twenty-four hours after the same comes
<br />to the knowledge of said physician or coroner, a certificate of death
<br />to the local registrar on forms prescribed by the state law. Any
<br />physician or coroner who shall neglect or refuse to make the re-
<br />ports herein required, shall be fined not less than five dollars nor
<br />more than twenty-five dollars for each offense. (Id., § 419.)
