<br />AN ORDINANCE REPEALING ARTICLE II OF
<br />CHAPTER 21 OF THE CHARLOTTESVILLE CITY
<br />CODE OF 1945 RELATING TO PLUMBING INCLUDING
<br />StCTIONS 16-35, INCLUSIVE AND SUBSTITUTIIJ'G
<br />TYJEREFOR A NEW ARTICLE II OF SAID CHAPTER.
<br />BE IT ORDAINED by the Council of the City of Ch,4.r-
<br />lo esville that Article II of Chapter 21 of the Charlottes)Pa
<br />Cy Code of 1945, including Sections 16F35, inclusio
<br />anti the same is hereby repealed, and that said Ch
<br />2' •� be amended by the substitution of a new Arti
<br />co sisting of Sections 16-35, inclusive, and Section
<br />a B, which shall read as follows:
<br />ARTICLE II—Plumbing
<br />Sec. 16. Plumbing inspector—Appointment; compensates,
<br />powers and duties. �'�''.
<br />A plumbing inspector shall be appointed by the coy
<br />manager, subject to the approval of the council. He shall
<br />hold office at the will of the city manager and shall receive
<br />such compensation as the council, on the recommendation
<br />of the city manager, may fix.
<br />The plumbing inspector shall be charged, the
<br />duty of enforcing the plumbing laws of the citjP6. ' He shall
<br />also perform such other duties as tjie city manager may
<br />assign to him. ,
<br />The plumbing inspector shall not engage in the business
<br />of plumbing, pipe fitting or any other business pertaining
<br />thereto, or be interested, directly or indirectly, in any firm
<br />or corporation engaged in said lines of business durings

<br />Sec. 19. Qualification of Applicants for Registration as
<br />r Plumbers.
<br />Applicants for registration as master plumbers must
<br />have four years experience as a journeyman plumber and
<br />shall be examined as to their knowledge of the practice of
<br />the trade of plumbing, their knowledge of the requirements
<br />of rezulations governing the installation of plumbing in
<br />the City, their knowledge of physics and mechanics in so
<br />far as they are applied to plumbing design and construc-
<br />tion, and they shall generally demonstrate to the Board
<br />tAeir fitness properly to perform and execute plumbing
<br />«pork. and conditioned further that, should any such work
<br />be defective or incomplete and such person fail to correct
<br />the same within ten days after written notice from the
<br />plumbing inspector or his duly authorized representative,
<br />the City Manager may have such work corrected or com-
<br />pleted and the cost thereof, as well as all the costs and
<br />expenses incurred in collecting the same, may be recovered
<br />on the bond.
<br />Such bond shall be renewed annually and placed in
<br />hands of the plumbing inspector on or before the first day
<br />of May of each .year, and to furnish Bond in the sum of `
<br />olie thousand dollars ($1.000.00) to indemnify and save:
<br />htyrmless the City, its citizens, residents and property; ,
<br />owners against any and all loss by reason of his failure

<br />20. Inspector of Plumbing, General Powers and ;Duties.
<br />4t shall be the duty of the plumbing inspector uRder the
<br />direction of City Manager, to sign and :issue all notices and
<br />certificates, to keep a daily recorA'.. his work, including
<br />all notices and applications receiv-
<br />e(f7 violations o ,these
<br />regulations, and all other matters
<br />pertaining there: to; .and
<br />make monthly reports to the City Manager. He shaIl�nsA0t
<br />all buildings in course of erection, alteration or repair, .as
<br />often as may be necessary, and shall see that all plumb4ng,
<br />drainage and sewerage work is done in accordance with
<br />provisions of these regulations. All plumbing work shall
<br />be inspected—first, when the drain,, soil, waste and vent
<br />pipes are installed; they shall be left uncovered, and the
<br />plumber shall report the same at once to the oft -ice of
<br />the inspector of plumbing for inspection; and again, when
<br />the fixtures are plfted in position and the work corgpleted.
<br />It shall be the duty of viae inspector of plumbing, i 'medi-
<br />ately upon notification by the plumber, to proceed to' spect
<br />and pass upon the work; and all inspections shall 11), :made
<br />within twenty-four hours after each notification. He shall
<br />promptly condemn and order the removal of any defective
<br />material, or any work not done in accordance w#h the
<br />following regulations.
<br />Sec. 21. Certificate of Proficiency: ,
<br />(a) Every person who desires to engage in pluming
<br />business in the City shall make application in writing to
<br />the Plumbing -Beard for a cert' ate of proficiency to
<br />engage in such- `business and.,n$ y firm or corporation
<br />that desire*- to engage iR-4pbusiness in the City shall
<br />make suers application b?a duly authorized representative.
<br />.Every such person aid representative shall appear in per-
<br />son before the Plumbers' Exanwiiilk Board heretofore
<br />provided for and demonstrate their practical and technical
