<br />(b) Certificates issued under the provisions of this
<br />section shall not be transferrable and shall continue in force
<br />as long as such person is engaged in the business of a'
<br />plumbing contractor or as long as such representative is • '
<br />employed by or actively engaged in the business of such
<br />firm or corporation.
<br />(c) It shall be the duty of every such person and
<br />every such representative to give immediate notice to t
<br />Plumbing Inspector of any change in the place of busi

<br />Sec. 22. Applications to make Connections: Permits, �s
<br />and Specifications:
<br />(a) Nothing herein contained shall prohibit any bna
<br />fide owner from personally installing plumbing in hi ` n
<br />building, provided that said owner shall:
<br />(1) File plans and specifications with an ' ap-
<br />r proved by the plumbing inspector.
<br />(2) Apply for and secure a permit. '•
<br />(3) Pay required fees.
<br />(4) Do the work in accordance with this ordinanail'!*4..
<br />(5) Apply for inspections.
<br />.s
<br />(6) Receive certificate of approval.
<br />(7) Shall secure bond as provided for in this Code.
<br />Personal installation by owner (other than Master
<br />I
<br />Plumber) shall be by himself, for himself, in his own I
<br />building, without compensation or pay from any other
<br />person, for such labor or installation. The owner exercising
<br />this privilege shall conform to all requirements of this
<br />ordinance. The owner exercising this privilege shall not
<br />set himself up as a Master Plumber, nor shall he employ
<br />journeyman plumbers.
<br />(b) No person shall be allowed to make any connection
<br />with any sewer or any pipes connected therewith, or any
<br />' addition or alterations in the sanitary arrangements in
<br />' any building without first having made written application
<br />} to the plumbing inspector accompanied with a plan or
<br />drawing and receiving a permit to do, so; and it shall be
<br />the duty of the said inspector to keep a proper record of '
<br />` all permits issued, or other suitable records. A permit
<br />for inspection will be required on remodeling or repairs
<br />to water waste, soil, vent, drain or sewer pipes costing pvga
<br />fifty dollars ($50.00) . No fee shall be charged in cases "of

<br />removhl of stoppage, repairs of leaks, repairs of or replac-
<br />ing broken fixtures, but the inspector must be notified and
<br />all jobs inspected and approved where any soil, waste,
<br />vent or sewer is changed for any purpose whatsoever. A
<br />fee of one dollar ($1.00) shall be charged by the inspector
<br />of plumbing for each re -inspection made due to the work
<br />being condemned or not being ready at the time specified
<br />in the application for inspection.
<br />(c) The plumbing and drainage of all buildings, private
<br />and public, and all alterations and additions to drainage
<br />systems shall be executed in accordance with plans and '
<br />specifications previously approved in writing by the in-
<br />spector of plumbing, and suitable drawings of the said
<br />plumbing and drainage shall be submitted by the master
<br />1
<br />plumber and placed on file in the office of the plumbing j
<br />inspector.
<br />(d) Blank abstracts of the plans and specifications of
<br />plumbing and drainage shall be furnished to the master
<br />plumber on application at the office of thee plumbing in-
<br />spector. Plans must be drawn legibly and old work shown
<br />in red, giving the size and kind of pipes, traps, water
<br />closets, fixtures, etc., to be used.
<br />(e) Before any second hand fixture is offered for
<br />sale, sold or installed in the City the same must be first
<br />inspected by thee Plumbing Inspector to ascertain whether
<br />it is sanitary and will not constitute a health menace. For
<br />such inspection a fee of fifty cents for each fixture inspected
<br />shall be paid to the plumbing inspector and upon such
<br />inspection a sticker shall be affixed to the fixture passing.,
<br />the inspection. No second-hand plumbing fixture shall
<br />be offered for sale, sold or installed in the City unless
<br />an approval sticker has been attached or affixed thereto,
<br />provided, howe�r, that this provision shall not apply to
<br />t fixtures reinstalled at .the same location.
<br />Sec. 23. Plumbing, Drainage -and Ve' Alr ation of Building:
<br />(a) • The plumbing, drainage and ventilation in every
