(o) Clean -outs are also to be placed in main and branch drains not less than forty feet apart, and at the base of every stack; each of said clean -outs to be brought to the level of the floor and in all cases to be made ac- cessable. (p) Clean -outs for cast iron soil pipe shall have a heavy tapered brass plug not less than 1/8 inch thick at any point, or udylited cast iron and lead ground tapered plug.
