BOARD <br />OF REAL ESTATE ASSESSORS" CONSISTING OF SECTIONS NUMBERED 131 TO 139 ES- • <br />TABLISHING AND PRESCRIBING THE POWERS AND DUTIES OF A PERMANENT BOARD OF <br />REAL ESTATE ASSESSORS, AS FOLLOWS: <br />ARTICLE XII. BOARD OF REAL ESTATE ASSESSORS <br />SEC. 181. BOARD OF REAL ESTATE ASSESSORS ESTABLISHED. <br />PURSUANT TO STATUTE FOR SUCH CASE AND PROVIDED, THE COUNCIL SHALL <br />APPOINT A BOARD OF REAL ESTATE ASSESSORS CONSISTING OF THREE MEMBERS, <br />ONE MEMBER OF SUCH BOARD SHALL BE A FULL TIME EMPLOYEE OF THE CITY OF <br />CHARLOTTESVILLE, HIS COMPENSATION TO BE FIXED BY THE COUNCIL. THE OTHER <br />TWO MEMBERS SHALL BE COMPENSATED FOR THEIR SERVICES ON A PER DIEM BASIS <br />AS THE COUNCIL MAY BY RESOLUTION DETERMINE. <br />SEC. 182. TERM OF OFFICE. <br />THE COUNCIL SHALL NOT LATER THAN ITS FIRST MEETING IN FEBRUARY, <br />1951, APPOINT THREE MEMBERS OF THE BOARD, DESIGNATING WHICH OF SAID <br />MEMBERS SHALL BE A FULL TIME Er^PLOYEE, THE FULL T 1 M.L- EMPLOYEE SHALL <br />BE ORIGINALLY APPOINTED FOR A TERM EXPIRING JANUARY 12 1954; ONE OF THE <br />OTHER TWO MEMBERS SHALT_ BE APPOINTED FOR A TERM EXPIRING JANUARY 19 1953v <br />AND THE OTHER FOR A TERM EXPIRING JANUARY 1, 1952. UPON THE EXPIRATION <br />OF THE ORIGINAL TERMS APPOINTMENTS FOR SUCCEEDING TERMS SHALL BE MADE FOR <br />THREE YEARS EACH. MEMBERS OF THE BOARD MAY SUCCEED THEMSELVES, THE <br />COUNCIL SHALL HAVE THE RIGHT TO REMOVE MEIABERS OF THE BOARD AFTER NOT <br />LESS THAN TEN DAYS' NOTICE AT ANY REGULAR OR SPECIAL MEETING2 AT WHICH <br />SUCH MEMBER SHALL BE GIVEN A REASONABLE OPPORTUNITY TO BE HEARD. <br />Stb. 153. DUTIES OF FULL TIME EMPLOYEE. <br />THE MEMBER OF THE BOARD WHO 1S A FULL T1111E EMPLOYEE SHALL BE THE <br />SECRETARY OF THE BOARD. IT SHALL BE HIS DUTY TO ASSEMBLE INFORMATION <br />WITH RESPECT TO REAL ESTATE TO BE ASSESSED AND PRESENT IT TO THE BOARD, <br />TO PREPARE AND PRESERVE ALL RECORDS OF THE BOARD, INCLUDING THE MINUTES <br />OF ITS MEETINGS* <br />SEC. 184. CHAIRMAN. <br />ONE OF THE MEMBERS OF THE BOARD OTHER THAN THE SECRETARY SHALL BE <br />SELECTED AS CHAIRMAN OF THE BOARD AND SHALL PRESIDZ AT ALL MEETINGS OF <br />THE BOARD. <br />SEC. 185. MEETINGS. <br />MEETINGS OF THE BOARD SHALL BE HELD AT THE CALL OF THE SECRETARY OR <br />CHAIRMAN. SUCH MEETINGS MAY BE, IN THE DISCRETION OF THE BOARD, OPEN <br />TO THE PUBLIC; PROVIDED3, HOWEVERV THAT WHERE A REHEARING AFTER NOTICE <br />OF ASSESSMENT IS REQUESTED BY ANY TAXPAYER THE MEETING SHALL BE OPEN TO <br />THE PUBLIC, <br />SEC. 186. DUTIES OF THE BOARD. <br />THE BOARD SHALL DURING THE YEAR 1951 AND EACH CALENDAR YEAR THEREAFTER <br />REASSESS ALL REAL ESTATE IN THE CITY OF CHARLOTTESVILLE SUBJECT TO TAXATIONS <br />EXCEPT SUCH AS IS ASSESSED BY THE STATE CORPORATION COMMISSION. THE BOARD <br />SHALL PREPARE A BOOK IN SUCH FORM AS IT MAY ADOPTS WHICH SHALL CONSTITUTE <br />THE REASSESSMENT BOOK FOR THE YEAR IN WHICH IT IS PREPARED AND THE LAND <br />BOOK FOR THE NEXT SUCCEEDING YEARP AND TAXES FOR EACH YEAR SHALL BE EX - <br />ENDED ON THE BASIS OF THE REASSESSMENT MADE IN THE PREVIOUS YEAR, <br />UFFICIENT COPIES OF*,SAID BOOK SHALL BE PREPARED TO 'COMPLY WITH THE <br />STATUTES RELATING TO REASSESSMENT AND LAND BOOKS.,, <br />SEC. 187. POWERS OF THE BOARD. <br />THE BOARD SHALL HAVE THE RIGHT TO SUMMON, SWEAR AND EXAMINE WITNESSES <br />AND TO REQUIRE OWNERS OF PROPERTY TO FURNISH ANY PERTINENT INFORMATION <br />OR RECORDS '.''J1TH RESPECT TO COST OF LAND OR 1MPROVEMENTS2 1/ATERIALS USED 1N <br />CONSTRUCTIONS INSURANCE CARRIED, RENTAL VALUE AND ANY OTHER INFORMATION <br />RELATING TO THE ACTUAL VALUE OF PROPERTY TO BE ASSESSED. THE BOARD SHALL <br />HAVE THE RIGHT TO INSPECT BOTH THE EXTERIOR AND INTERIOR OF IMPROVEMENTS <br />ON PROPERTY TO BE ASSESSED, ANY PERSON, FIRM OR CORPORATION WHO SHALL <br />FAIL TO SUPPLY PERTINENT INFORMATION OR RECORDS REQUESTED BY THE BOARD OR <br />REFUSE TO PERMIT INSPECTION OF PROPERTY AS HEREINABOVE PROVIDED SHALL BE <br />GUILTY OF A MISDEMEANOR AND UPON CONVICTION TH=REOF SHALL BE FINED NOT <br />LESS THAN FIVE DOLLARS ($5.00) NOR MORE THAN FIVE HUNDRED DOLLARS (56500.00). <br />SEC. 183. NOTICE OF INCREASE IN ASSESSMENT. <br />UPON DETERMINATION BY THE BOARD THAT THE ASSESSMENT OF ANY PROPERTY <br />SHOULD BE INCREASED NOTICE OF SUCH DETERMINATION SHALL BE GIVEN BY MAIL <br />TO THE OVINER AT HIS LAST KNOW POST OFFICE ADDRESS.
