<br />WATER CLOSET COMPARTMENT REQUIRES PASSAGE THROUGH A SLEEPING ROOM, BATHROOM OR WATER
<br />CLOSET COMPARTMENT OF ANOTHER DWELLING UNIT.
<br />4. THE OWNER SHALL PROVIDE FOR EACH DWELLING UNIT A SEPARATE ACCESS EITHER TO A HALLWAY, •
<br />LANDING, STAIRWAY OR STREET.
<br />B. MINIMUM VERTICAL ROOM DIMENSION.
<br />THE MINIMUM CEILING HEIGHT OF HABITABLE ROOMS SHALL BE SEVEN (7) FEET FOR AT LEAST ONE
<br />HALF THE FLOOR AREA AND THE MINIMUM CEILING HEIGHT IN ROOMS FOR WHICH FLOOR AREA MAY BE
<br />COMPUTED SHALL BE FIVE (5) FEET.
<br />C. BASEMENTS
<br />3. EVERY INSIDE AND OUTSIDE STAIR AND HAND RAIL, AND EVERY PORCH AND RAIL SHALL BE SO
<br />CONSTRUCTED AS TO BE SAFE AND CAPABLE OF SUPPORTING THE MAXIMUM LOAD THAT NORMAL USE
<br />MAY CAUSE TO BE PLACED THEREON, AND SHALL BE KEPT IN GOOD REPAIR.
<br />4. NO OWNER, OPERATOR OR OCCUPANT SHALL CAUSE ANY SERVICE, FACILITY, EQUIPMENT, OR UTILITY
<br />WHICH IS REQUIRED UNDER THIS ORDINANCE TO BE REMOVED FROM, OR SHUT OFF FROM, OR DISCONTINUED
<br />FOR ANY OCCUPIED DWELLING, LEASED OR OCCUPIED BY HIM, EXCEPT FOR SUCH TEMPORARY INTERRUPTION
<br />AS MAY BE NECESSARY WHILE ACTUAL REPAIRS OR ALTERATIONS ARE IN PROGRESS, OR DURING TEMPORARY
<br />EMERGENCIES WHEN DISCONTINUANCE OF SERVICE IS APPROVED BY THE DIRECTOR.
<br />5. PRIOR TO THE LEASING OF ANY DWELLING UNIT, THE OWNER SHALL CAUSE SUCH PREMISES TO BE PLACED
<br />IN A CONDITION FIT FOR HUMAN HABITATION AND FREE FROM INFESTATION.
<br />SECTION 37-8. ROOMING HOUSES, LODGING HOUSES AND HOTELS
<br />A. NO PERSON SHALL OPERATE A ROOMING HOUSE, LODGING HOUSE, OR HOTEL UNLESS HE HOLDS A VALID PERMIT
<br />ISSUED BY THE DIRECTOR UPON COMPLIANCE BY THE OPERATOR WITH THE APPLICABLE PROVISIONS OF THIS ORDINANCE.
<br />BASEMENT SPACES THAT OTHERWISE MEET THE CONDITIONS FOR HABITABLE ROOMS MAY BE USED AS
<br />HABITABLE ROOMS OR
<br />DWELLING UNITS PROVIDED THE CLEAR INNER HEIGHT IS AT
<br />LEAST 62 FEET
<br />SHALL NOT BE TRANSFERABLE. EVERY PERMIT SHALL EXPIRE AT THE END OF ONE YEAR FOLLOWING ITS
<br />AND THE FLOORS AND
<br />WALLS, IF IN CONTACT WITH THE EARTH, ARE MADE WATER AND
<br />DAMP PROOF
<br />UNLESS SOONER SUSPENDED OR REVOKED BY THE DIRECTOR FOR VIOLATION OF THIS ORDINANCE.
<br />IN ACCORDANCE WITH
<br />AN APPROVED METHOD.
<br />B. AT LEAST ONE FLUSH WATER CLOSET, LAVATORY BASIN, AND BATHTUB OR SHOWER, PROPERLY
<br />CONNECTED
<br />SECTION 37-7.
<br />MINIMUM STANDARDS
<br />OF SANITARY MAINTENANCE
<br />MEMBERS
<br />A. NO OWNER SHALL OCCUPY OR
<br />LEASE TO ANOTHER FOR OCCUPANCY ANY DWELLING UNIT OR
<br />DWELLING, FOR
<br />HOUSE,
<br />THE PURPOSE OF
<br />LIVING, SLEEPING,
<br />COOKING OR EATING THEREIN, WHICH DOES NOT COMPLY WITH
<br />THE FOLLOWING
<br />REQUIREMENTS;
<br />OR SHOWER
<br />SHALL
<br />BE SUPPLIED WITH HOT WATER AT ALL TIMES.
<br />1.
<br />EVERY FLOOR, WALL,
<br />CEILING AND ROOF SHALL BE WEATHER -TIGHT, WATER -TIGHT
<br />AND RODENT -PROOF;
<br />SHALL BE CAPABLE OF
<br />AFFORDING PRIVACY; AND SHALL BE KEPT IN GOOD REPAIR.

<br />AND REPAIR.

<br />THE PERMIT
<br />SHALL NOT BE TRANSFERABLE. EVERY PERMIT SHALL EXPIRE AT THE END OF ONE YEAR FOLLOWING ITS
<br />DATE OF
<br />ISSUANCE,
<br />UNLESS SOONER SUSPENDED OR REVOKED BY THE DIRECTOR FOR VIOLATION OF THIS ORDINANCE.

<br />OF THE OPERATOR'S FAMILY WHENEVER THEY SHARE THE USE OF SAID FACILITIES; PROVIDED THAT IN
<br />A ROOMING
<br />HOUSE,
<br />LODGING HOUSE OR HOTEL WHERE ROOMS ARE LET ONLY TO MALES, FLUSH URINALS MAY BE SUBSTITUTED
<br />FOR NOT
<br />MORE
<br />THAN ONE-HALF (2) THE REQUIRED NUMBER OF WATER CLOSETS. EVERY LAVATORY BASIN AND BATHTUB
<br />OR SHOWER
<br />SHALL
<br />BE SUPPLIED WITH HOT WATER AT ALL TIMES.
<br />SECTION 37-9. ADMINISTRATIVE POWERS AND PROCEDURES
<br />A. INSPECTION OF DWELLINGS, DWELLING UNITS, ROOMING UNITS AND PREMISES.
<br />1. THE DIRECTOR IS HEREBY AUTHORIZED AND DIRECTED TO MAKE INSPECTIONS TO DETERMINE

<br />CONDITION
<br />OF DWELLINGS, DWELLING UNITS, ROOMING HOUSES AND PREMISES LOCATED
<br />WITHIN
<br />THE CITY OF CHARLOTTESVILLE, IN ORDER TO SAFEGUARD THE HEALTH AND SAFETY OF
<br />THE
<br />OCCUPANTS OF DWELLINGS AND OF THE GENERAL PUBLIC. FOR THE PURPOSE OF MAKING SUCH
