WRIGHT. <br />NOES: NONE. <br />PRESIDENT <br />AN ORDINANCE AMENDING AND REENACTING SECTION 2 OF THE <br />CODE OF THE CITY OF CHARLOTTESVILLE., 1965, BY THE ADDITION <br />THERETO OF A NEW SECTION TO ESTABLISH OFFICIAL HOLIDAYS <br />FOR CITY OFFICES. <br />BE IT ORDAINED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE THAT SECTION 2 OF THE CODE OF <br />THE CITY OF CHARLOTTESVILLE, 1965, BE AMENDED AND REENACTED BY THE ADDITION THERETO OF A NEW <br />SECTION NUMBERED SECTION 2-189.1 TO READ AS FOLLOWS: <br />SECTION 2-189 .1 . LEGAL HOLIDAYS <br />IN EACH YEAR THE FIRST DAY OF JANUARY (NEW YEAR'S DAY), THE THIRD MONDAY IN JANUARY (LEE - <br />JACKSON DAY), THE THIRD MONDAY IN FEBRUARY (GEORGE WASHINGTON DAY), THE THIRTEENTH DAY OF APRIL <br />(JEFFERSON'S BIRTHDAY , THE LAST MONDAY IN MAY (CONFEDERATE MEMORIAL DAY), THE FOURTH DAY OF <br />JULY (INDEPENDENCE DAY), THE FIRST MONDAY IN SEPTEMBER (LABOR DAY), THE FOURTH MONDAY IN OCTOBER <br />(VETERANS DAY, THE FOURTH THURSDAY IN NOVEMBER (THANKSGIVING DAY), THE TWENTY-FIFTH DAY OF <br />DECEMBER (CHRISTMAS DAY), OR, WHENEVER ANY OF SUCH DAYS SHALL FALL ON SUNDAY, THE MONDAY NEXT <br />FOLLOWING SUCH DAY SHALL BE A LEGAL HOLIDAY AS TO THE TRANSACTION OF ALL BUSINESS. <br />CLERK <br />ADOPTED BY THE COUNCIL <br />JANUARY 4, 1971 <br />AYES: MR. WRIGHT. <br />NOES: NONE. <br />PRESIDENT <br />AN ORDINANCE TO PROVIDE FOR THE EXTENSION OF THE CORPORATE LIMITS <br />OF THE CITY OF CHARLOTTESVILLE., VIRGINIA, PURSUANT TO THE PROVISIONS <br />OF ARTICLE 1, CHAPTER 25, TITLE 15.1 OF THE CODE OF VIRGINIA, BY <br />ANNEXATION OF CERTAIN TERRITORY IN ALBEMARLE COUNTY; TO DECLARE THE <br />POLICY WITH RESPECT THERETO; TO SET FORTH THE NECESSITY AND EXPEDIENCY <br />THEREOF; TO DEFINE THE METES AND BOUNDS AND AREA OF THE TERRITORY <br />SOUGHT TO BE ANNEXED; TO SHOW ON MAPS ANNEXED TO THIS ORDINANCE <br />INFORMATION INDICATING GENERALLY EXISTING SUBDIVISIONS., INDUSTRIAL <br />AREAS, FARM AREAS, VACANT AREAS AND OTHER LAND USE; TO SET FORTH THE <br />EFFECT THEREOF ON SAID COUNTY AND ITS ABILITY ADEQUATELY TO SUPPORT <br />THE COUNTY GOVERNMENTS AND PUBLIC SCHOOLS; AND TO PRESCRIBE THE GENERAL <br />TERMS AND CONDITIONS UPON WHICH ANNEXATION IS SOUGHT AND PROVISIONS <br />PLANNED FOR FUTURE MANAGEMENT AND IMPROVEMENT OF THE ANNEXED TERRITORY. <br />BE IT ORDAINED BY THE COUNCIL OF THE CITY OF CHARLOTTESVILLE, VIRGINIA: <br />5 1. THAT THE COUNCIL OF THE CITY OF CHARLOTTESVILLE, A MUNICIPAL CORPORATION OF THE <br />COMMONWEALTH OF VIRGINIA, HEREBY DECLARES THAT THE CITY OF CHARLOTTESVILLE DESIRES TO ANNEX <br />CERTAIN TERRITORY IN ALBEMARLE COUNTY ADJACENT TO THE CORPORATE LIMITS OF THE CITY IN ORDER TO <br />PRESERVE AND PROMOTE THE GENERAL WELFARE OF THE METROPOLITAN AREA OF WHICH THE CITY OF CHARLOTTESVILLE <br />AND THE SAID COUNTY ARE A PART, AND THE SAFETY, HEALTH, PEACE, PROSPERITY, GOOD ORDER, COMFORT AND <br />CONVENIENCE OF THE INHABITANTS THEREOF, PURSUANT TO THE PROVISIONS OF ARTICLE 12 CHAPTER 2,52 <br />TITLE 15.1 OF THE CODE OF VIRGINIA. <br />NECESSITY AND EXPEDIENCY OF ANNEXATION: <br />2. THAT THE COUNCIL HEREBY DECLARES THAT IT IS BOTH NECESSARY AND EXPEDIENT TO ANNEX THE <br />TERRITORY HEREINAFTER DESCRIBED FOR THE FOLLOWING REASONS: <br />0 POPULATION AND AREA <br />ALBEMARLE COUNTY WAS FORMED IN 1745 AND, ACCORDING TO THE PRELIMINARY UNITED STATES CENSUS <br />REPORT OF 1970, ITS POPULATION IS 37,107; AND THE COUNTY HAS A LAND AREA OF APPROXIMATELY 740 <br />SQUARE MILES. <br />
