zoz <br />THE TOWN OF CHARLOTTESVILLE WAS CREATED BY AN ACT OF THE GENERAL ASSEMBLY OF VIRGINIA WHICH <br />TOOK -EFFECT ON JANUARY 1, 1762. IT WAS INCORPORATED AS A TOWN IN 1801 AND AS A CITY IN 1888. THE <br />CITY OF CHARLOTTESVILLE HAS A LAND AREA OF 10.442 SQUARE MILES AND, ACCORDING TO THE PRELIMINARY • <br />UNITED STATES CENSUS REPORT OF 1970, IT HAS A POPULATION OF 38,047. <br />NECESS ITY FOR EXPANS ION <br />THE CITY'S BOUNDARIES RESULTING FROM PREVIOUS ANNEXATION INCLUDE THE FOLLOWING AREAS; <br />OLD TOWN AREA .059 SQUARE MILE <br />1818 ANNEXATION RESULTING AREA .087 SQUARE MILE <br />1860 ANNEXATION RESULTING AREA .271 SQUARE MILE <br />1873 ANNEXATION RESULTING AREA .340 SQUARE MILE <br />1888 ANNEXATION RESULTING AREA 1.221 SQUARE MILE <br />1916 ANNEXATION RESULTING AREA 3.840 SQUARE MILES <br />1939 ANNEXATION RESULTING AREA 6.434 SQUARE MILES <br />1963 ANNEXATION RESULTING AREA 10.362 SQUARE MILES <br />1968 ANNEXATION RESULTING AREA 10.442 SQUARE MILES <br />THERE NOW EXISTS NO APPRECIABLE UNOCCUPIED SPACE WITHIN THE CORPORATE LIMITS OF CHARLOTTESVILLE <br />FOR RESIDENTIAL, COMMERCIAL OR INDUSTRIAL DEVELOPMENT. <br />UNITED STATES CENSUS FIGURES FOR THE DECENNIAL PERIODS BEGINNING IN 1930 SHOW THE GROWTH OF <br />CHARLOTTESVILLE'S POPULATION TO BE AS FOLLOWS: <br />YEAR POPULATION <br />1930 15,245 <br />1940 19.,400 <br />1950 252969 <br />1960 29,427 <br />1970 38,047 (PRELIMINARY) <br />THIS GIVES THE CITY A POPULATION DENSITY OF 3,644 PERSONS PER SQUARE MILE OR APPROXIMATELY <br />5.69 PER ACRE. <br />THE CONCENTRATION OF POPULATION IN THE CITY, AND THE LACK OF SPACE WITHIN ITS BOUNDARIES FOR <br />RESIDENTIAL AND INDUSTRIAL DEVELOPMENT, AND THE ADVANTAGES OF TRANSPORTATION AND COMMUNICATION <br />e <br />FACILITIES, HAVE COMBINED TO CONTRIBUTE TO THE SETTLEMENT OF PEOPLE AND THE ESTABLISHMENT OF <br />INDUSTRIAL AND COMMERCIAL ENTERPRISES IN MORE SPACIOUS, LESS CROWDED SITES OUTSIDE ITS BORDERS <br />IN THE TERRITORY SOUGHT TO BE ANNEXED, LARGELY MADE POSSIBLE BY THE EXTENSION OF CITY WATER AND <br />SEWERS UNDER SPECIAL CONTRACTS. <br />• <br />CHARLOTTESVILLE MUST EXPAND INTO THE COUNTY OR EVENTUALLY DECLINE THROUGH ITS INABILITY TO <br />PROVIDE FACILITIES AND SERVICES FOR THE POPULATION IN THE METROPOLITAN AREA AND FOR THE INDUSTRIES <br />ESSENTIAL TO THE ECONOMIC LIFE OF THE WHOLE COMMUNITY. THE DEMANDS UPON THE CITY FOR MUNICIPAL <br />FACILITIES AND SERVICES INCREASE WITH THE POPULATION AND INDUSTRIAL GROWTH OF THE METROPOLITAN <br />AREA. CONTINUED GROWTH IN POPULATION WILL OCCUR IN THE COUNTY. THE LOCATION AND RELOCATION OF <br />INDUSTRY IN THE METROPOLITAN AREA WILL DEPEND UPON THE FACILITIES AND SERVICES PROVIDED IN LARGE <br />AREAS OF THE COUNTY IDEALLY SUITED FOR INDUSTRIAL DEVELOPMENT. UNLESS THE URBAN AND URBANIZING <br />AREAS IN THE COUNTY ARE PROPERLY PLANNED AND COORDINATED FOR RESIDENTIAL, INDUSTRIAL AND COMMERCIAL <br />USE AND PROVISION IS MADE FOR FACILITJES AND SERVICES REQUIRED FOR SUCH USES, NOT ONLY CHARLOTTES— <br />VILLE BUT THE ENTIRE METROPOLITAN AREA WILL DECLINE AND THUS RESULT IN ECONOMIC STAGNATION OF THE <br />WHOLE COMMUNITY. <br />• <br />• <br />COMMUNITY OF INTERESTS <br />PEOPLE LIVING WITHIN THE BOUNDARIES OF THE CITY OF CHARLOTTESVILLE AND THOSE PORTIONS OF <br />ALBEMARLE COUNTY WHICH ARE SOUGHT TO BE ANNEXED ARE TOGETHER LARGELY A SINGLE, HOMOGENEOUS, POPULATED <br />
