2009 <br />URBAN AND URBANIZING COMMUNITY OF WHICH CHARLOTTESVILLE IS THE VITAL SOURCE AND CENTER, AND <br />WITHOUT WHICH MUCH OF THE URBANIZED AREA IN THE COUNTY WOULD NOT HAVE DEVELOPED AND COULD NOT, <br />• WITHOUT THE CITY, CONTINUE TO EXIST AND GROW. <br />A LARGE PROPORTION OF THE PEOPLE LIVING IN THE AREAS SOUGHT FOR ANNEXATION ARE ENTIRELY <br />DEPENDENT FOR THEIR LIVELIHOOD UPON EMPLOYMENT IN THE INDUSTRIESy BUSINESS AND COMMERCIAL <br />ESTABLISHMENTS AND PROFESSIONS CONDUCTED IN THE CITY AND FOR MARKETING PRODUCTS PRODUCED THROUGH <br />ENTERPRISES AND FACILITIES CONDUCTED IN THE CITY. <br />CHARLOTTESVILLE IS THE WHOLESALE AND RETAIL SHOPPING CENTER FOR THE PEOPLE IN THE AREA <br />SOUGHT FOR ANNEXATION, AND IS THE PRINCIPAL SOURCE OF SUPPLY FOR MERCHANDISE AND ARTICLES SOLD <br />AND DISTRIBUTED THROUGH ESTABLISHMENTS IN THE COUNTY. PEOPLE LIVING IN THE COUNTY ARE DEPENDENT <br />UPON THESE WHOLESALE AND RETAIL OUTLETS FOR THE NECESSITIES OF LIFE. <br />POSTAL FACILITIES FOR THE CITY AND MUCH OF THE AREA PROPOSED FOR ANNEXATION ARE CENTERED <br />IN THE CITY, AS ARE TELEPHONE AND TELEGRAPH FACILITIES AND SERVICES. <br />RAILROAD AND BUS TERMINALS SERVING THE ENTIRE AREA ARE CENTERED IN THE CITY WHICH IS SERVED <br />• BY THE CHESAPEAKE AND OHIO RAILROAD, THE SOUTHERN RAILROAD; AND CONTINENTAL TRAILWAYS, INCOR- <br />PORATED; ALL OF WHICH OPERATE TRANSPORTATION SERVICES FROM CHARLOTTESVILLE TO OTHER AREAS OF <br />VIRGINIA AND THE UNITED STATES. <br />THERE ARE NUMEROUS CHURCHES AND RELIGIOUS INSTITUTIONS AND ORGANIZATIONS IN THE AREA, THE <br />m GREAT MAJORITY OF WHICH ARE LOCATED IN THE CITY. MANY PEOPLE LIVING IN THE COUNTY ARE AFFILIATED <br />WITH THESE CHURCHES, INSTITUTIONS AND ORGANIZATIONS AND PARTICIPATE IN THEIR ACTIVITIES REGARDLESS <br />i� <br />OF POLITICAL BOUNDARIES OR OTHER DIVISION BASED ON RESIDENCE. <br />THE PUBLIC LIBRARY, JOINTLY OPERATED BY THE CITY AND THE COUNTY, FOR THE ENTIRE AREA 15 <br />LOCATED IN THE CITY., WITH BRANCHES AT CROZET AND AT SCOTTSVILLE, REMOTE FROM THE CITY. <br />THE CITY OF CHARLOTTESVILLE HAS EXTENSIVE PARK AND RECREATION AREAS AND FACILITIES WHICH ARE <br />USED WIDELY BY COUNTY AND CITY RESIDENTS ALIKE. <br />THE CITY PROVIDES, AT THE EXPENSE OF ITS TAXPAYERS, ALL ESSENTIAL MUNICIPAL SERVICES AND <br />PERFORMS ALL NECESSARY FUNCTIONS REQUIRED TO PROMOTE AND PRESERVE PUBLIC SAFETY, HEALTH AND <br />WELFARE IN CONNECTION WITH THE OPERATION OF: THE INDUSTRIALS BUSINESS, COMMERCIAL AND PROFESSIONAL <br />ESTABLISHMENTS ON WHICH PEOPLE IN THE AREA OF THE COUNTY PROPOSED TO BE ANNEXED DEPEND FOR THEIR <br />LIVELIHOOD; THE WHOLESALE AND RETAIL ESTABLISHMENTS ON WHICH SUCH PEOPLE DEPEND FOR THE NECESSITIES <br />OF LIFE; THE BANKS AND FINANCIAL INSTITUTIONS AND THE POSTAL, TELEPHONE, TELEGRAPH AND TRANS- <br />PORTATION FACILITIES WHICH SERVE THEM; THE CHURCHES AND OTHER RELIGIOUS INSTITUTIONS AND <br />ORGANIZATIONS WITH WHICH THEY AFFILIATE AND IN WHOSE ACTIVITIES THEY PARTICIPATE; THE LIBRARY <br />TERRITORY SOUGHT FOR ANNEXATION. <br />THE CITY HAS HAD A MODERN URBAN FORM OF GOVERNMENT SINCE 1922, ITS PRESENT CHARTER HAVING <br />BEEN GRANTED BY AN ACT OF THE GENERAL ASSEMBLY APPROVED MARCH 28, 1946) AND HAVING BEEN AMENDED <br />FROM TIME TO TIME THROUGH THE SESSION OF THE GENERAL ASSEMBLY OF 1970.
