CONSTRUCTION. <br />STREETS AND HIGHWAYS: CHARLOTTESVILLE MAINTAINS A COORDINATED AND INTEGRATED SYSTEM OF <br />STREETS, HIGHWAYS AND ALLEYS, SOME OF WHICH ARE CONNECTED DIRECTLY WITH THOSE IN THE COUNTY. • <br />NEW STREETS, HIGHWAYS, AND ALLEYS IN THE CITY ARE OPENED AND IMPROVED AND EXISTING STREETS, <br />HIGHWA',S AND ALLEYS IN THE CITY ARE WIDENED AND IMPROVED AS THEIR USE AND NEEDS OF THE URBAN <br />COMMUNITY REQUIRE. <br />LAND FOR SUCH PURPOSES IS ACQUIRED BY THE ^ITY, AND THE WORK OF IMPROVE- <br />MENT IS LARGELY FINANCED WITH CITY FUNDS EXCEPT IN THE CASES OF SUBDIVISIONS. <br />P,.LL STREETS, <br />HIGHWAYS AND PUBLIC <br />ALLEYS ARE LIKEWISE MAINTAINED AND KEPT IN REPAIR BY THE <br />CITY. <br />THE CONTROL OF <br />STREETS, HIGHWAYS AND ALLEYS AND THE ORDERLY ARR/,NGEMENTS <br />THEREIN OF UNDER- <br />GROUND AND OVERHEAD <br />FACILITIES WHICH PROVIDE PUBLIC SERVICES IS ESSENTIAL FOR <br />THE PROPER AND <br />ORDERLY GROWTH OF A METROPOLITAN AREA. CHARLOTTESVILLE ALSO MAINTAINS A COORDINATED AND <br />INTEGRATED SYSTEM OF STREET LIGHTING FOR ITS PRINCIPAL THOROUGHFARES AND STREETS AND HIGHWAYS <br />THAT ARE INTENSELY USED. STREET LIGHTING FOR OTHER STREETS AND HIGHWAYS AND ALLEYS IS ALSO <br />PROVIDED ACCORDING TO A PROGRAM BASED UPON NEED AND SAFETY IN THEIR USE. AS THE NEED ARISES AND <br />SAFETY OF THE PUBLIC AND NEIGHBORHOODS REQUIRE, THE STREET LIGHTING SYSTEM IS EXTENDED OR • <br />IMPROVED TO PROVIDE REASONABLE ILLUMINATION. <br />THE CITY PROVIDES FOR THE MAINTENANCE OF THOUSANDS OF TRAFFIC REGULATORY SIGNS, TRAFFIC <br />SIGNALS, STREET NAME SIGNS AND HIGHWAY ROUTE MARKERS AND THE INSTALLATION AND MAINTENANCE OF <br />PARKING METERS FOR REGULATING THE USE OF STREETS AND HIGHWAYS FOR PARKING VEHICLES. <br />CHARLOTTESVILLE ALSO MAINTAINS AND OPERATES A COORDINATED AND INTEGRATED PROGRAM OF PERIODIC <br />CLEANING OF ITS STREETS, HIGHWAYS AND SIDEWALKS AND THE REMOVAL OF SNOW AND ICE FROM ITS PRINCIPAL <br />THOROUGHFARES AND INTENSELY USED STREETS AND HIGHWAYS. <br />THE NECESSITY FOR PROVIDING, MAINTAINING, WIDENING AND IMPROVING AND KEEPING IN REPAIR MANY <br />CITY STREETS AND HIGHWAYS, THE LIGHTING AND CLEANING THEREOF AND REMOVAL OF SNOW AND ICE THEREFROM, <br />IS IN GREAT MEASURE DICTATED BY THE DAILY USE MADE OF SUCH STREETS AND HIGHWAYS BY MANY PEOPLE <br />IN THE BOUNTY. <br />THE COUNTY OF ALBEMARLE DOES NOT EXPEND ANY MONEY ON STREET CONSTRUCTION OR MAINTENANCE. <br />THOSE STREETS ACCEPTED INTO THE STATE HIGHWAY SYSTEM ARE MAINTAINED BY THE STATE. OTHERS ARE <br />MAINTAINED BY THE RESIDENTS OF THE AREA IN WHICH LOCATED. <br />EXCEPT IN A LIMITED DEGREE, THE COUNTY DOES NOT PROVIDE STREET LIGHTING FOR STREETS AND HIGHWAYS <br />IN THE URBAN AND URBANIZING AREAS SOUGHT TO BE ANNEXED. <br />CHARLOTTESVILLE MAINTAINS AN EXTENSIVE TREE PLANTING AND CONSERVATION PROGRAM WHICH IS <br />ESSENTIAL FOR THE APPEARANCE AND ENJOYMENT OF AN URBAN COMMUNITY. THE COUNTY HAS NO SUCH PROGRAM. <br />CURBS, GUTTERS AND SIDEWALKS: THE CURBS, GUTTERS AND SIDEWALKS ARE INSTALLED BY THE CITY TO <br />PROTECT THE PROPERTY FROM STORM WATER EROSION ETC., PURSUANT TO A PROGRAM UNDER WHICH THE PROPERTY • <br />OWNER AND THE CITY SHARE THE COST ON A 50-50 BASIS. <br />RECREATION: CHARLOTTESVILLE HAS EXTENSIVE PARK AND RECREATION AREAS WHICH ARE WIDELY USED BY <br />COUNTY AS WELL AS CITY RESIDENTS. THE CITY SUPPORTS A BALANCED RECREATION PROGRAM FOR THE BENEFIT <br />OF CITY RESIDENTS AND ALLOWS COUNTY RESIDENTS TO PARTICIPATE. THE 'BOUNTY DOES NOT HAVE A FULL TIME <br />RECREATION DEPARTMENT. <br />PUBLIC EDUCATION: THE CITY OF CHARLOTTESVILLE MAINTAINS AND OPERATES WELL-ROUNDED AND CO- <br />ORDINATED PROGRAMS AND SYSTEMS OF PUBLIC, ACADEMIC, SCIENTIFIC AND VOCATIONAL EDUCATION. ADEQUATE <br />TEACHING, INSTRUCTIONS, MANAGEMENT AND ADMINISTRATIVE PERSONNEL ARE PROVIDED. SUCH PROGRAMS AND <br />SYSTEMS ARE ESSENTIAL IN THE COMMUNITY TO MEET THE EDUCATIONAL AND TRAINING NEEDS OF CHILDREN. <br />OPPORTUNITIES FOR EMPLOYMENT AND SERVICES IN THE METROPOLITAN AREA ARE IN DIRECT PROPORTION TO THE <br />EXTENT AND QUALITY OF EDUCATION AND TRAINING AFFORDED IN PUBLIC EDUCATIONAL AND TRAINING SYSTEMS. <br />IT IS ESSENTIAL THAT THE PEOPLE IN THE METROPOLITAN AREA BE AFFORDED THE SAME EDUCATIONAL AND • <br />TRAINING OPPORTUNITIES PROVIDED IN CHARLOTTESVILLE'S SCHOOL SYSTEM. <br />THE QUALITY OF EDUCATION IN THE CITY SCHOOL SYSTEM IS GENERALLY RECOGNIZED AS OUTSTANDING. <br />
