207 <br />CHARLOTTESVILLE OFFERS ITS SCHOOL CHILDREN A COMPLETE EDUCATIONAL PROGRAM COMMENCING WITH <br />KINDERGARTEN FOR ALL CHILDREN PROGRESSING THROUGH ELEMENTARY., JUNIOR HIGH AND HIGH SCHOOL COURSES. <br />• CURRENTLY IN THE GRADES EIGHT THROUGH TWELVE 136 CREDIT COURSES ARE AVAILABLE. THE CITY AND THE <br />COUNTY HAVE UNDER CONSTRUCTION A VOCATIONAL TECHNICAL SCHOOL TO BE OPERATED JOINTLY AFTER THE <br />COMPLETION OF WHICH A TOTAL OF 176 CREDIT COURSES WILL BE AVAILABLE FOR HIGH SCHOOL STUDENTS. <br />THE CHARLOTTESVILLE SCHOOL SYSTEM MAINTAINS AN ADEQUATE STAFF OF PSYCHOLOGISTS, RESOURCE <br />TEACHERS AND LANGUAGE SKILLS TEACHERS TO ASSIST PUPILS WHO ARE RETARDED OR WHO HAVE LEARNING OR <br />EMOTIONAL DISABILITIES. <br />THE CITY CURRENTLY OPERATES SIX ELEMENTARY SCHOOLS, THE JEFFERSON SCHOOL WHICH IS FOR SIXTH <br />GRADERS, TWO JUNIOR HIGH SCHOOLS AND ONE HIGH SCHOOL. !N ADDITIONy THERE IS CURRENTLY IN PLANNING <br />A NEW HIGH SCHOOL WITH EXPECTED AVAILABILITY BY SEPTEMBER 1973. THE CITY'S SCHOOL FACILITIES CAN <br />EASILY BE EXPANDED TO PROVIDE FOR THE CHILDREN OF THE CITY AND THE ANNEXATION AREA. <br />CONSOLIDATION OF THE SCHOOLS IN THE PROPOSED ANNEXATION AREA AND THEIR MANAGEMENT, TEACHING <br />AND INSTRUCTIONAL PERSONNEL WITH PROGRAMS AND OPPORTUNITIES AFFORDED IN THE CHARLOTTESVILLE SCHOOLS <br />• IS THE ONLY FEASIBLE WAY THAT ADEQUATE PROVISION CAN BE MADE FOR CHILDREN ATTENDING SCHOOLS IN THF <br />METROPOLITAN AREA AND FOR RAISING THE EDUCATIONAL AND TRAINING LEVEL REQUIRED FOR THE METROPOLITAN <br />AREA AS IT BECOMES MORE URBANIZED AND MORE INDUSTRIAL AND COMMERCIAL ENTERPRISES LOCATE IN THE AREA. <br />ECONOMIC GROWTH AND DEVELOPMENT: CONSOLIDATION BY ANNEXATION OF THE TERRITORY SOUGHT TO BE <br />ANNEXED WITH THE CITY WILL. ACCELERATE THE ECONOMIC GROWTH OF THE METROPOLITAN AREA. CHARLOTTESVILLE'S <br />0 OPPORTUNITIES FOR ECONOMIC GROWTH ARE RESTRICTED BY THE LACK OF INDUSTRIAL SITES OF ANY CONSEQUENCE. <br />Cly THE ECONOMIC GROWTH OF THE PROPOSED ANNEXED AREA IS RESTRICTED BY THE INADEQUACY OF SERVICES AND <br />FACILITIES FOR RESIDENTIAL, COMMERCIAL AND INDUSTRIAL DEVELOPMENT OFFERED BY THE COUNTY. <br />IT IS THE PUBLIC POLICY OF THE COMMONWEALTH TO ENCOURAGE THE LOCATION OF NEW INDUSTRIES IN <br />THE STATE AND EXPANSION OF EXISTING INDUSTRIES. THE GENERAL ASSEMBLY HAS CREATED AGENCIES OF THE <br />STATE GOVERNMENT AND APPROPRIATED FUNDS TO ADVERTISE AND DISSEMINATE INFORMATION TO ATTRACT THE <br />LOCATION OF INDUSTRY AND TO AID IN THE ORGANIZATION AND OPERATION OF CORPORATIONS CREATED UNDER <br />THE VIRGINIA INDUSTRIAL DEVELOPMENT ACT. IT IS THE FUNCTION OF THESE AGENCIES TO MAKE AVAILABLE <br />INFORMATION REGARDING INDUSTRIAL SITES AND OTHER FACTORS OF INTEREST AND CONCERN TO INDUSTRIES, <br />AND TO FORMULATE AND ADVANCE PROGRAMS ENCOURAGING THE LOCATION OF NEW INDUSTRIES AND EXPANSION OF <br />OTHERS. THE CITY AND COUNTY HAVE RECENTLY CREATED AN ADVISORY INDUSTRIAL DEVELOPMENT COMMISSION <br />TO PROMOTE THE LOCATION OF NEW INDUSTRY IN THIS AREA. <br />INDUSTRY IS ATTRACTED BY AN ASSURED, SAFE AND PLENTIFUL WATER SUPPLY, SYSTEMS FOR THE DISPOSAL <br />JOF SANITARY SEWAGE, AND ADEQUATE STORM WATER DRAINAGES STREETS, HIGHWAYS, A'I'RPORTS AND ALL FORMS OF <br />TRANSPORTATION., FIRE PROTECTION, EDUCATIONAL, CULTURAL AND RECREATIONAL FACILITIES AND PROGRESSIVE <br />• LOCAL GOVERNMENT. <br />JOINING OF THE TERRITORY SOUGHT TO BE ANNEXED WITH THE CITY WILL FACILITATE PROVISION AND <br />EXTENSION OF THOSE SERVICES, FACILITIES AND IMPROVEMENTS WHICH WILL ATTRACT AND ARE NECESSARY FOR <br />INDUSTRIAL DEVELOPMENTS AND WILL ENHANCE THE METROPOLITAN AREA'S COMMERCIAL AND INDUSTRIAL <br />ADVANTAGES. CHARLOTTESVILLE'S FORM OF GOVERNMENT AND THE ADMINISTRATION AND MANAGEMENT OF ITS <br />AFFAIRS IS OF THE CHARACTER AND QUALITY THAT CAN AND WILL PROVIDE THE SERVICES, FACILITIES AND <br />IMPROVEMENTS FOR THE ECONOMIC DEVELOPMENT OF THE METROPOLITAN AREA. <br />PLANNING FOR DEVELOPMENT OF METROPOLITAN AREA: CONSOLIDATION WITH THE CITY BY ANNEXATION OF <br />THE TERRITORY SOUGHT TO BE ANNEXED IS NECESSARY FOR PLANNING THE USES OF LAND AND THE SERVICES, <br />FACILITIES AND IMPROVEMENTS NECESSARY FOR ITS DEVELOPMENT BEFORE IT IS OCCUPIED. LAND WHICH <br />SHOULD BE LOGICALLY USED FOR RESIDENTIAL DEVELOPMENT SHOULD NOT BE DEVOTED TO OTHER USES, AND <br />LAND WHICH SHOULD BE LOGICALLY DEVELOPED FOR COMMERCIAL AND INDUSTRIAL USE SHOULD BE DEVOTED TO <br />• SUCH USE. <br />NO COMPREHENSIVE LAND USE PLAN CAN BE AN EFFECTIVE GUIDE FOR THE METROPOLITAN AREA WITHOUT <br />SOME FORM OF CENTRAL AUTHORITY RESPONSIBLE FOR THE PLAN. DETERMINATION MUST BE MADE IN ADVANCE <br />
