development, and the advantages of transportation and communica- <br />tion facilities, have combined to contribute to the settlement of <br />people and the establishment of industrial and commercial enter- <br />prises in more spacious, less crowded sites outside its borders <br />in the territory sought to be annexed, largely made possible by <br />the extension of City water and sewers under special contracts. <br />Charlottesville must expand into the County or eventually <br />decline through its inability to provide facilities and services <br />for the population in the metropolitan area and for the industries <br />essential to the economic life of the whole community. The de- <br />mands upon the City for municipal facilities and services increase <br />with the population and industrial growth of the metropolitan area. <br />Continued growth in population will occur in the County. The <br />location and relocation of industry in the metropolitan area will <br />depend upon the facilities and services provided in large areas <br />of the County ideally suited for industrial development. Unless <br />the urban and urbanizing areas in the County are properly planned <br />and coordinated for residential, industrial and commercial use <br />and provision is made for facilities and services required for <br />such uses, not only Charlottesville but the entire metropolitan <br />area will decline and thus result in economic stagnation of the <br />whole community. <br />Communit of Interests <br />People living within the boundaries of the City of Charlottes- <br />ville and those portions of Albemarle County which are sought to be <br />-4- <br />
