Iv. <br />County and City Government <br />The territory sought to be annexed in the County subsists <br />under the form of government designed chiefly to meet the needs of <br />a scattered rural population. Such government is wholly inadequate <br />to meet even the minimum needs of the community as it becomes <br />urbanized, as is the case of the territory sought for annexation. <br />The City has had a modern urban form of government since <br />1922, its present charter having been granted by an act of the <br />General Assembly approved March 28, 1946, and having been amended <br />from time to time through the Session of the General Assembly of <br />1970. The City has a City Manager who operates under the direc- <br />tion of a Mayor and Council of five members elected for four year <br />terms, the elections being staggered so that the three councilmen are <br />elected at the end of two years and two at the end of the next two <br />years. The City Council is presided over by a Mayor who is elected <br />by the Council for two year terms. The City's charter is fully <br />adequate for its needs and to meet the needs of the territory <br />sought for annexation. Its functions of government and its <br />administrative and managerial agencies can be readily extended to <br />meet the needs of the territory sought to be annexed, to provide <br />the facilities, improvements and services essential for an urban <br />and urbanizing community, and to coordinate and plan the develop- <br />ment of rural undeveloped and agricultural lands in the County for <br />inevitable residential and industrial use. <br />- 7 - <br />
