Many people living in the County are affiliated <br />with these churches, institutions and organizations and participate <br />in their activities regardless of political boundaries or other <br />division based on residence. <br />The public library, jointly operated by the City and the <br />County, for the entire area is located in the City, with branches <br />at Crozet and at Scottsville, remote from the City. <br />The City of Charlottesville has extensive park and recrea- <br />tion areas and facilities which are used widely by County and City <br />residents alike. <br />The City provides, at the expense of its taxpayers, all <br />essential municipal services and performs all necessary functions <br />required to promote and preserve public safety, health and welfare <br />in connection with the operation of: the industrial, business, <br />commercial and professional establishments on which people in the <br />area of the County proposed to be annexed depend for their liveli- <br />hood; the wholesale and retail establishments on which such people <br />depend for the necessities of life; the banks and financial insti- <br />tutions and the postal, telephone, telegraph and transportation <br />facilities which serve them; the churches and other religious <br />institutions and organizations with which they affiliate and in <br />whose activities they participate; the library and facilities they <br />use; the recreational, cultural, educational and health facilities <br />they enjoy; and the clubs with which they affiliate. <br />
