V. <br />Services, Facilities and Improvements <br />The territory sought for annexation needs to be incorporated <br />in and coordinated and integrated with programs of governmental <br />services, facilities and improvements to promote the general wel- <br />fare of the area and the safety, health, peace, good order, comfort <br />and convenience of the inhabitants of the area. Unless the terri- <br />tory sought to be annexed and the inhabitants thereof are brought <br />under a single municipal government, the coordination and integra- <br />tion of such services, facilities and improvements are not <br />economically or politically feasible. Attempts to provide such <br />services, facilities and improvements for the territory sought <br />to be annexed by separate units of government would involve in- <br />effective and wasteful duplication of resources and effort. <br />Charlottesville and the territory sought to be annexed can meet <br />the practical needs and requirements of the metropolitan area <br />only by consolidation through annexation. <br />Water: Charlottesville has a public water supply, purifi- <br />cation and distribution system dating back to 1884 which has been <br />expanded in successive additons to a point where it currently <br />serves the entire City of Charlottesville and major portions of <br />the built-up residential, industrial and commercial areas of the <br />Charlottesville district of Albemarle County in which the annexa- <br />tion area lies. The system is so designed and constructed that <br />with minor additons to the treatment facilities the capacity of <br />the system will handle the population projected for the year 1990 <br />- 9 - <br />
